The 4,300 sf single -story carwash store orients the vehicular access into the six wash <br />bays toward S. 96th Street. The facades include a mix of split -face CMU block and <br />architectural metal panels that have a wood grain finish. The roofline has a pitched <br />element on the central portion of the structure and the north end of the building. The <br />remainder of the roof line is flat. The flat portion is approximately 19-feet tall and the <br />pitched roof is roughly 24'-6" tall, both within the maximum height allowances under the <br />GDP. The material change and roof lines provide the required elements for building <br />articulation. Three of the bays enter self-service carwash stations, with lower door <br />heights and roll up garage doors. The remaining three enter automatic carwash <br />stations with higher door heights and no roll up garage doors. <br />Access is accommodated by the north -south internal private drive and through an <br />access easement into the 7-11 convenience store lot directly to the south. A connection <br />is shown to the five-foot attached sidewalk along the north -south private drive and a <br />sidewalk is shown connecting the site to the 8-foot detached sidewalk along S. 96th <br />Street. <br />The site design places the carwash building toward the rear of the site with vehicular <br />stacking spaces for the six bays between the building and S. 96th Street. The southern <br />area of the site contains three vacuum stations for six users parked in oversize parking <br />spots. Trash receptacles are placed at each of these vacuum stations. At the southern <br />end of the structure are two dog wash rooms and a small office. Three typical spaces <br />and one ADA parking space are located adjacent to the southern end of the structure, <br />along with sod areas for pet relief stations and benches and bike racks. <br />The landscape plan includes street trees and landscape buffer plantings along S. 96th <br />Street and the required street trees along internal north -south private drive. Each island <br />includes the required tree and shrubs. <br />ANALYSIS: <br />Final PUD <br />The PUD is regulated by the CDDSG, Chapter 17.28 of the municipal code, and the St <br />Louis Parish and Commercial Park General Development Plan, 2nd Amendment. <br />St Louis Parish and Commercial Park General Development Plan, 2"d Amendment <br />Analysis <br />The GDP includes the following development standards that override the standards in <br />the CDDSG: <br />55-foot building setback along S.96th Street. <br />The application complies with this standard. The structure on Lot 3 is not located within <br />this setback. Additionally, because of the drive -through nature of the carwash use, the <br />stacking spaces for the vehicles waiting to enter the carwash are not permitted within <br />the building setback.
