30-foot parking setback along S. 961" Street. <br />The application complies with this standard. There are no parking spaces or paved <br />areas within the parking setback. <br />Building height. <br />The GDP allows for buildings with flat roofs to be up to 20 feet, and up to 25-foot in <br />height for pitched roofs in Zone 2A. The architectural design complies with these height <br />limits. <br />Enhanced landscaping along S. 96th Street to minimize parking. <br />The GDP requires that parking fronting S. 96th Street be screened by enhanced <br />landscaping that exceeds the requirements of the CDDSG. The application complies <br />with this requirement and three additional trees and shrub beds are proposed on the <br />west side of Lot 3. <br />Dark Sky Lighting <br />City Council included a condition of approval of the GDP related to dark sky lighting <br />design exceeding the minimum requirements in the CDDSG. The application includes <br />full cut-off LED lighting with a warm light temperature and light levels are reduced below <br />a typical retail design. Staff reviewed best practices from sources specializing in dark <br />sky lighting design and finds that this application is appropriate for a rural context and <br />still meets minimum safety and security standards. The site averages less than 1 <br />footcandle over the entire site. <br />CDDSG Analysis <br />CDDSG: 1. Site Planning <br />The application complies with the standards in this section, including all minimum <br />setbacks and building and site standards as required in the GDP and CDDSG. The <br />proposal meets the standards for site grading and drainage in the CDDSG. The <br />applicant proposes the outdoor seating areas in accessible and convenient locations. <br />As described below, the overall site design results in extensive paved areas between <br />the structure and S. 96th Street. <br />CDDSG: 2. Vehicular Circulation and Parking <br />The PUD proposes private drives that can accommodate access for fire and service <br />needs on the property, as well as the two lots to the north and south. Parking spaces <br />are appropriately located at the side of the building. The majority of the site is utilized <br />as parking and vehicular circulation. <br />The CDDSG includes a standard within this section for stacking lanes for drive -through <br />uses, which applies to this PUD. The standard states the following: <br />Drive-thru facilities and stacking lanes shall not be located within the front yard <br />setbacks, and when located adjacent to public right-of-ways, residential zone <br />districts, or pedestrian gathering areas shall be adequately screened from view. <br />Water Mill Carwash PUD & SRU Page 6 of 16 <br />PC — October 14, 2021 <br />20 <br />
