Historic Preservation Commission
Meeting Minutes
15 March 2021
724-728 Main Street Probable Cause Determination: A request to find probable cause for a
landmark designation to allow for funding of a historic structure assessment for 724-278 Main
Street.
• Applicant: Andy Johnson, DAJ Design
• Owners: Jay Kalinski
• Staff: Kim Bauer
Bauer shared an aerial photo from about the 1930s and a present-day photo. She shared that
the structure met the age criteria and the criteria for social and architectural significance, noting
that many of the businesses that have operated in the building have played an important role in
the community. She noted that though elements of the structure have changed over time, it has
retained physical integrity and has elements of the art deco style and false -front architecture.
She added that staff had also found that it met the goals of the Preservation Master Plan.
Dunlap asked if the stucco/art-deco look was from the 1930s and asked if the 1930s was the
typical period for stucco in the area.
Bauer stated that staff believed that the stucco was likely 50 years old or older and it was
common in the 1930s. She noted that an HSA could help determine the age of the stucco.
Andy Johnson of DAJ Design, 922A Main Street, stated that the owner was unable to attend but
was interested to learn about the history of the building and to use the HSA to help determine
what the owner would do with the property. Johnson offered to answer questions about the
interior of the building.
Klemme asked if the buildings were connected.
Johnson replied that the social history suggested that the building had always been shown as
one building even though there was some indication that 728 may have operated as a business
and 724 as a residence, but any indications of that were long gone. From a tenant perspective,
the buildings were very separate, and they looked like two different buildings from the back, but
for well over 100 years they had been melded together as one. He stated that it would be
interesting to find out more about the structure.
Dunlap asked if the buildings were under the same ownership.
Johnson replied that they were under the same ownership and from the county assessor's
records it was actually considered one property.
Haley stated that the buildings were very interesting. She asked for further questions of the
applicant and, seeing none, asked for public comment. Seeing none, she opened discussion.
Klemme stated that it was exciting to see another commercial space looking to landmark and
that it met the criteria.
Burg stated that it was nice to see that it looked similar to what it originally looked like.
Dunlap stated that there were only so many original buildings on the historic Main Street so the
chance to do an HSA on one was a good thing.
3
