Historic Preservation Commission
Meeting Minutes
15 March 2021
Bauer stated that she could research hourly rates and what the itemization could look like,
including average prices.
Haley reiterated that Andy Johnson could be a good resource because he was a taxpayer but
also was a professional.
Bauer added that staff could go through the current list of architects to ask for structural
engineer contacts.
Haley appreciated staff's work and supported making things clearer. She asked if there were
any other specialties that someone might need.
Bauer replied that there could be other professionals but typically it would be an architect and/or
a structural engineer, though you could go deeper with specialists.
Dunlap stated that when assessments were $900 they didn't have a problem getting people to
do them, and the genesis of the change was to get a structural engineer in on the process.
Haley stated that the commercial assessment amount wasn't as big of a concern since they
were bigger projects that generally required structural engineers.
UPDATES FROM COMMISSION MEMBERS
Burg stated that she was planning to attend the upcoming Historical Commission meeting and
would report back.
Keller stated that they could switch off attending the meetings.
DISCUSSION ITEMS FOR APRIL 19, 2021 & FUTURE MEETINGS
Dunlap stated that the Commission had added to the list of tasks to look at the budget and
shared that there had been some issues with not having enough money in the budget for the
outreach project. He asked about a line in the budget showing a transfer of money to the city
general fund, which he did not think was allowed. He pointed staff to page 233-34 of the budget,
for $55,840 in 2020 and $144,000 for 2021.
Zuccaro replied that he had assumed that was for the Museum. He would have to confirm that.
Dunlap replied that he thought the Museum was separate and that the amount was a lot bigger
for 2021.
Zuccaro replied that staff would report back.
Dunlap asked why some of the Commission's resolutions had not been taken up by Council.
Zuccaro replied that he couldn't think of any that didn't get approved at the amount
recommended.
Dunlap stated that he was looking at 601 Lincoln.
7
