Historic Preservation Commission
Meeting Minutes
17 May 2021
Bauer stated that the structure met the age requirements in the criteria. The structure also
maintained architectural and social significance, including a strong and ongoing tie to the
neighborhood and the family owners. There had been some changes to the structure but the
bones and the form and the location were all maintained.
Staff recommended finding probable cause.
Diane Marino, 829 Lincoln Avenue, stated that her family had lived in the house for 80 years
and her grandfather had been a coal miner until the mines were shut down. He was born in
Little Italy and her grandmother was from Lafayette. The house hadn't been added on or
changed other than the siding, and she described some changes to the back. She stated that
she lived in the house and considered it the family home and she had had many family
members live with her over the years.
Haley summarized the criteria and emphasized that the social significance was present
especially because the family was still living in the home. She thought that the changes that had
been made to the house were minimal and could be changed in the future if desired.
Dunlap stated that he appreciated that it was part of the very old Louisville that they wanted to
preserve. He highlighted that the homeowner had a desire to replace the windows and siding to
appear more like the original and he supported that idea. He wasn't sure how to bring support to
that specifically and he noted that some people could say that 1960s asbestos siding was
historic but he'd much rather support the return to the 1900 form. In the future he wondered how
the Commission could make applications more compatible with old town Louisville.
Dunlap moved to find probable cause. Burg seconded. Motion passed unanimously by roll call
vote.
ITEMS FROM STAFF
Bauer updated the Commission on subcommittee decisions, including an alteration certificate at
500 Grant Avenue. She also shared that 950 Spruce, which had been a previous referral item
before the Commission, had made a few changes to the application that staff felt better aligned
with the Downtown Design Guidelines.
Zuccaro added that 950 Spruce was going before the Planning Commission soon and described
the changes to the front -facing materials that the applicant made to better align with the Old
Town Overlay.
Haley stated that the changes did a good job of responding to the comments.
Upcoming Schedule
Summer meetings were scheduled for June 21st, July 19th, and August 16th. All of these
meetings are planned to be virtual.
Dunlap asked if anyone on the commission was not vaccinated.
Haley replied that she didn't think that could be discussed.
3
