It was still in its original location and <br />retained much of its historic attributes. <br />Staff recommended a finding of probable cause. <br />Haley and Planner Bauer clarified the probable cause process for the structure. <br />Andy Johnson, 922A Main Street, stated that since the property was already landmarked the <br />homeowners wanted to look into applying for preservation funds since the previous owner had <br />not gone farther in the program than landmarking. <br />Haley summarized the criteria and stated that the item was more of a formality. <br />Dunlap stated that he appreciated that the homeowner was doing the assessment to continue to <br />do historic preservation. He stated that he would favor the funding of the assessment to support <br />this structure, but he wondered whether the applicants would be able to request grants under <br />the new guidelines that had already been received. <br />Haley replied that the structure had not received any grant funding at this point. <br />Bauer clarified that no funds had been received other than the landmarking bonus. <br />Dunlap asked if which grant amounts applied. <br />Bauer replied that there was specific language allowing the property to get the $4,000 for an <br />assessment and language stating that the 2012 amounts would apply in cases like this one. <br />Keller stated that an assessment was an insurance policy and he thought it was in the interest <br />of the City to have an HSA to see if there was anything that could endanger the landmark. <br />Dunlap stated that he did not want to create a resolution that would conflict with the first one. He <br />was concerned that a modern resolution would spark a chain of events that conflicted with a <br />prior resolution. <br />Bauer stated that no resolution came out of the probable cause and this decision would only be <br />allowing them to have access to the assessment fund up to $4,000. <br />Haley stated that the Commission tried to encourage people to do the assessment when they <br />landmark but they were still eligible for it if they didn't take advantage of it at the time. <br />Burg made a motion to find probable cause. Keller seconded.
