Economic Vitality Committee <br />Meeting Minutes <br />September 24, 2021 <br />Page 3 of 5 <br />Maloney was unsure of the impact that this would have and stated that he did <br />not have a strong opinion either for or against this recommendation. <br />Councilmember Dickinson agreed that this would likely not have a large fiscal <br />impact but agreed to support this recommendation. <br />In reviewing the recommendation to allow for administrative approval of some <br />packages, Mayor Pro Tern Maloney questioned what the maximum amount that <br />the City Manager could authorize. City Manager Davis confirmed that the City <br />Manager could approve up to $50,000 for consulting services projects based on <br />current purchasing policies. Both Councilmember Dickinson and Mayor Pro <br />Tern Maloney stated that they were in support of the recommendation to allow <br />an administrative approval process for requests up to $50,000. <br />VII. Discussion/Direction- Strategic Plan Item #1-9: Create and Review Cost of <br />Doing Business/Development Scorecard to Better Understand Cost of <br />Doing Business in Louisville: In reviewing direction from Council to develop a <br />case study out of the Scorecard project, Director Pierce proposed picking one <br />retail project and one industrial project for comparisons. Director Pierce also <br />asked for clarification on what specific information should be included in the <br />studies from a list of fees and taxes. Councilmember Dickinson agreed that <br />evaluating the cost of land in a jurisdiction may not be useful because it is out of <br />the jurisdiction's control. Mayor Pro Tern Maloney countered that the cost of <br />land can be a driving force in a business choosing a site and that it is important <br />to know where the City stands. Director Pierce responded that it is an important <br />factor to know, but but not critical for comparative analysis. <br />Mayor Pro Tern Maloney questioned whether Broomfield should be included in <br />comparisons as a business moving from Broomfield to Louisville or vice versa <br />has happened in the past. Director Pierce stated that there are differences <br />between the fees collected between the City of Louisville and City and County <br />of Broomfield that will make a direct comparison difficult. <br />Councilmember Dickinson stated that collecting information about Broomfield <br />may be useful information, even if it's not something that can be compared <br />directly. He also stated that differences in policies can also lead to differences <br />in the cost of doing business. It is important that Council be aware of these <br />differences and any potential hurdles that may have been created through <br />policy changes. This information will help identify any actions that can be taken <br />by Council to correct these hurdles. Mayor Pro Tern Maloney echoed the <br />sentiment that more information is useful and that Council may need to address <br />certain policies on rates. <br />Both Councilmember Dickinson and Mayor Pro Tern Maloney confirmed that <br />they are in favor of the two case studies at 824 South for a small commercial <br />development project and 609 104th Street as a representative industrial <br />development project. <br />Agenda Packet P. 5 <br />
