Economic Vitality Committee <br />Meeting Minutes <br />September 24, 2021 <br />Page 4 of 5 <br />Director Pierce asked for feedback regarding the proposed scorecard fees. <br />Mayor Pro Tern Maloney commented that there are other municipalities that <br />have additional fees that may be tied to commercial development and <br />suggested that a new fee category be added to capture this cost. Director <br />Pierce confirmed that staff will gather information on additional fees and taxes <br />that are discovered. <br />VIII. Discussion- Economic Vitality Strategic Plan: Director Pierce announced <br />that the Q3 Cost of Doing Business Scorecard update is scheduled for City <br />Council on October 5, 2021. A few dates on the matrix have been revised as <br />shown in the memo. Items #3-2 (Identify market gaps through analysis and by <br />monitoring retail leakage to adjacent communities) and #5-4 (Create <br />partnerships with local retailers to reduce the use of non -recyclable, non- <br />compostable, and non -reusable containers) will likely be discussed during the <br />next meeting. <br />Councilmember Dickinson asked if there were any additional upcoming projects <br />that EVC should be aware of or start doing some outreach on. Director Pierce <br />mentioned the Dark Skies initiative being reviewed by City Council will impact <br />businesses and commercial property owners. Deputy City Manager Zuccaro <br />mentioned that there is Dark Skies outreach planned with a focus on the <br />amortization policy. Councilmember Dickinson reiterated that this could all be <br />considered under the EVC's goal to engage with businesses when necessary <br />and asked for help in identifying these moments. <br />IX. Staff Updates: Director Pierce stated that Loxo Oncology may not complete <br />the project prior to its January 1, 2022 termination date and may need an <br />amendment to their approved BAP agreement. She added that Umoja <br />Biopharma had their groundbreaking event on July 24 and is working on plans <br />for permits. They are also engaged in conversations with Xcel Energy regarding <br />eligibility for the new economic development rate. <br />Councilmember Dickinson remarked on both the lack of closures and amount of <br />business assistance agreements and thanked Director Pierce for her work. <br />Mayor Pro Tern Maloney echoed these comments. <br />Public comment from Mike Kranzdorf, downtown commercial property owner. <br />Mr. Kranzdorf thanked Councilmember Dickinson for his comments regarding <br />engaging businesses about upcoming business items. He also questioned <br />whether there could be any open forum or open discussion added to meeting <br />agendas. Mr. Kranzdorf also gave a list of recent City Council policies that have <br />effected businesses but were not discussed by the EVC. <br />X.
