WHEREAS, these additional regulations and guidelines are intended to address <br />numerous key issues related to development within Downtown Louisville, including but <br />not limited to building mass and scale, parking, compatibility of buildings, lighting, <br />signage, and other matters; and <br /> <br /> WHEREAS, the City Council finds and determines that it is of critical importance to <br />the City and its citizens that such regulations and guidelines be applied to future <br />applications for development within Downtown Louisville; and <br /> <br /> WHEREAS, the City Council finds and determines that since 1996, there has been <br />an increasing number of inquiries and applications related to development within <br />Downtown Louisville; and <br /> <br /> WHEREAS, the City anticipates additional applications for development within <br />Downtown Louisville; and <br /> <br /> WHEREAS, the citizens of the City have expressed significant concerns relating to <br />development within Downtown Louisville, including concerns about the type and scope of <br />development; the compatibility of development with existing uses, including residential <br />uses, within Downtown Louisville and immediately adjacent areas; the impacts of <br />development upon the limited supply of parking currently existing in Downtown Louisville; <br />the variety of design of development; the impacts of development on public facilities, view <br />corridors, the rural, historical, or "small town" character of Downtown Louisville, and other <br />aesthetic resources; the potential for inappropriate development; and the impact of <br />development upon property values; and <br /> <br /> WHEREAS, the citizens of the City have also expressed significant concerns <br />relating to the needs for a comprehensive set of zoning, development and parking <br />regulations and guidelines to regulate development within Downtown Louisville; and <br /> <br /> WHEREAS, through the public processes being undertaken, the City has been <br />formulating a proposed set of zoning, parking and development regulations and <br />guidelines for Downtown Louisville, which public processes have involved input from <br />various interests, including owners of property and businesses within Downtown <br />Louisville, other private citizens, City officials and staff, the Louisville Historical <br />Commission, private consultants and others; and <br /> <br /> WHEREAS, the City requires additional time to prepare and consider appropriate <br />zoning, development and parking regulations and guidelines for development within <br />Downtown Louisville, and to complete the public processes related thereto, in a manner <br />that ensures that the concerns of all interested parties are addressed; and <br /> <br /> <br />
