City Council <br />Meeting Minutes <br />September 7, 2021 <br />Page 6 of 8 <br />He noted the variety of factors that can affect fund balances. Staff has a plan for the funds <br />and is working with the utility committee on long-range planning. If Council determines the <br />fund balance is too high a spend -down or a rate adjustment can be made. <br />Public Comments — None. <br />Mayor Pro Tern Maloney stated he would like to make sure the long-term revenues <br />exceed expenditures in the projections in future iterations. He also would like to have the <br />funds for the possible transportation bond not be taken from the paving budget. <br />Councilmember Lipton asked for CIP sheets for the new projects to be included proposal. <br />POLICE DEPARTMENT BASEMENT IMPROVEMENTS CONTRACTS <br />Director Kowar stated this project has gone through a variety of changes over the years <br />but is now ready to move forward. Staff has gotten pricing for a project that includes a <br />sleep room, new locker rooms, restrooms, updated communications systems, and a <br />multipurpose room. It also includes an HVAC unit for the basement and water mitigation. <br />Staff recommends approval of the contracts and if approved will bring back a budget <br />amendment of approximately $300,000 to cover the additional costs not in the budget. <br />Public Comments — None. <br />Councilmember Lipton stated he supports the project but noted it has grown significantly <br />from what was originally approved. <br />Mayor Stolzmann asked that if the project triggers the need for a new electrical panel that <br />one be installed that is capable of running an electric HVAC system and future car <br />chargers for the police. <br />MOTION: Mayor Stolzmann moved to approve the contracts and asked staff to look into <br />an electric HVAC to be used for the new unit if possible. Mayor Pro Tern Maloney <br />seconded the motion. <br />VOTE: Motion passed by unanimous roll call vote. <br />ORDINANCE NO. 1814, SERIES 2021 — AN ORDINANCE AMENDING THE CITY'S <br />DISPOSABLE BAG TAX TO PROVIDE A CREDIT IN THE AMOUNT OF THE STATE <br />CARRYOUT BAG FEE TO BE COLLECTED BY RETAILERS AND TO OTHERWISE <br />ALIGN WITH THE STATE CARRYOUT BAG FEE IN ORDER TO REDUCE THE <br />ADMINISTRATIVE BURDEN ON THE CITY'S RETAILERS — 1ST READING, SET <br />PUBLIC HEARING 9/21/21 <br />
