City Council <br />Meeting Minutes <br />September 21, 2021 <br />Page 3 of 11 <br />South Boulder Road. The project would occupy 1,200 square feet of commercial space <br />that has not been a sales tax generating use since 2019. The company will have <br />approximately 18 employees, with job salaries of $25 per hour (including tipped <br />employees). <br />The application meets the assistance criteria by bringing new jobs to the City, drawing <br />new customers, creating new sales tax, and utilizing an existing building. The assistance <br />is proposed to be a 50% rebate on new sales tax over a five-year period, capped at <br />$60,000. The project must be completed by April 30, 2022 and the business must remain <br />in Louisville for seven years or a percentage of rebates received must be repaid. <br />Based on the estimates provided by the applicant, the business would pay $115,500 in <br />sales taxes over the five-year period; it is estimated $57,750 would be rebated by the <br />City. Staff recommends approval. <br />Public Comments — None. <br />MOTION: Councilmember Brown moved to approve Resolution No. 66; Councilmember <br />Leh seconded. <br />VOTE: Motion passed by unanimous roll call vote. <br />ORDINANCE NO. 1811, SERIES 2021 — AN ORDINANCE APPROVING THE FIRST <br />AMENDMENT TO CONOCOPHILLIPS CAMPUS GENERAL DEVELOPMENT PLAN <br />(REDTAIL RIDGE MASTER PLAN) — 2ND READING, PUBLIC HEARING (advertised <br />Daily Camera 7/18/21) continued from 7/27/21, 813121, 8117121, & 8131121 <br />Mayor Stolzmann noted the public hearing on this item was closed at the August 31 <br />meeting; no additional public comment will be taken this evening. Staff brought back <br />proposed conditions of approval based on the Council discussion on August 31. <br />MOTION: Councilmember Lipton moved to approve Ordinance No. 1811 with the thirteen <br />conditions as presented in the packet by staff; Mayor Pro Tern Maloney seconded the <br />motion. <br />Mayor Pro Tern Maloney asked if he could ask questions of staff given that the public <br />hearing is closed. City Attorney Kelly stated no new information could be asked for but <br />questions of clarification would be allowed. <br />Mayor Pro Tern Maloney asked for clarification of Condition #12, specifically what how <br />"undesirable impacts" would be determined. Director Zuccaro stated it would be <br />determined by Council based on the specifics of the proposal at the time of PUD. <br />Councilmember Leh asked about Condition #13 wondering which construction costs are <br />considered near term transportation improvements and what are not included in the near <br />
