Director Zuccaro stated the GDP note specifically calls out the near term and <br />longer term needs. <br />Councilmember Leh asked how the proportional share of costs is determined. Director <br />Zuccaro stated it is generally worked out later with the final subdivision plat based on the <br />traffic generated from the development. <br />Councilmember Leh stated Condition #2 states the total allowable development is 3M <br />square feet. He noted this is a designated rural area in which the FAR is allowed at up to <br />.25. He asked what the FAR is for this site with all the conditions. <br />Councilmember Brown stated he would be voting no on the motion as he feels the <br />proposal does not encourage, preserve, or improve the general health and safety of the <br />community. He does not feel the application is consistent with the Comp Plan. He stated <br />his constituents have been clear they do not support the proposal. <br />Councilmember Brown stated he feels the GDP amendment does not meet the criteria for <br />approval for the following reasons: 1) the public land dedication is not sufficient for the <br />needs of the community as it does not preserve previously undeveloped areas. The plan <br />is not consistent with previous public land dedications for large developments. The <br />proposed public land dedication is insufficient for the needs of the community. 2) There <br />are not enough sustainability measures in the proposal to meet the values of the <br />community so it is not contributing to the general welfare of the City. 3) He does not feel <br />there is demand for additional office and industrial space meaning this development <br />would compete with existing empty spaces. 4) He does not feel there is sufficient <br />evidence this development will be positive economic impact for the City. <br />Mayor Pro Tern Maloney stated he will support this application as he believes it is in the <br />best interests of the City; he feels the land use and density are in compliance with the <br />Comp Plan. He feels the long-term fiscal sustainability of the application is a positive. He <br />stated the Council has negotiated a larger open space dedication from the original <br />application and it is now 93 acres, additionally the areas that have been added are <br />purposeful open space. He stated the sustainability items required in this proposal are <br />above what is required in the code but we have required them because they are important <br />and they are needed to address climate change. All future developments should meet <br />these types of requirements. This development adds value to the community and he <br />stated he supports approval. <br />Director Zuccaro stated that on this site an FAR of .25 would be a total allowable square <br />footage of 2,950,101 square feet. <br />Councilmember Leh stated the citizens have provided a great amount of thoughtful <br />information on this application. He agreed with Councilmember Brown that the criteria is <br />pretty broad and informed by the values of the people we represent. The Council has <br />done a good job with these conditions to include things that will serve the City well in <br />
