Open Space Advisory Board <br />Minutes <br />October 13, 2021 <br />Page 5 of 6 <br />Peter re -iterated the idea that "fee simple" should not be listed on the N2 & N3 <br />properties. The board generally agreed that the city would not want to buy the houses, <br />and is only interested in the conservation of the land. Laura said that the only way a fee <br />simple purchase would ever happen is if the County did it, and she asked whether taking <br />that option off the list would preclude the County considering it. Nathan thought that fee <br />simple would always be part of any discussion, whether or not OSAB listed it. <br />Peter moved to approve the list with "fee simple" taken off the list for N2 & N3, <br />including a map with two colors as suggested by Ember. Tom seconded the motion. <br />The motion passed unanimously. <br />10. Discussion Item: Washington Ave. Sidewalks. Presented by Nathan Mosley, <br />Director of Parks, Recreation, and Open Space <br />Nathan directed the board to the Transportation Master Plan (TMP). It is a <br />guiding document and it included the Washington Ave. sidewalk plan. He said the <br />reason this item was on the agenda is because Laura brought it to the board. <br />Laura said that several years ago the board discussed a sidewalk be built <br />adjacent Washington Avenue along the Coyote Run Open Space. At the time the board <br />recommended the sidewalk be built on the east side of the street as it was wider and <br />already being used as a social trail. The current project has built a sidewalk along the <br />west side of Washington Ave, also on Coyote Run Open Space. At no point was OSAB <br />asked to weigh in on this project or even alerted that it was a possibility. There was also <br />a new trail crossing put in at where Lake -to -Lake trail crosses Washington Avenue. <br />Laura said that she is not saying whether or not she would be in support of this project, <br />only that OSAB is supposed to "speak for" open space land and also city trails and <br />wasn't given a chance to weigh in. <br />Annaliese agreed that concrete on open space is always an issue and OSAB <br />should be given a chance to weigh in. <br />Nathan said that the sidewalk was build in the right -away Washington Ave. <br />Annaliese still thought OSAB should have been given a heads up. <br />David agreed that the board should have had a heads up. He thought staff <br />should be pointing OSAB toward such items on council's agenda. <br />Nathan wondered what kind of discussion OSAB would have wanted. Laura said <br />that even if the sidewalk is included in the right -away of the street, it could still have <br />impact on the land, including unforeseen impacts like increasing pedestrian access. The <br />board's job is to try to anticipate and weigh these impacts on open space land. Even if <br />the project was listed in the TMP, she had never heard of it. <br />Peter thought a heads up to OSAB for projects like this would be appropriate. <br />Deb Fahey commented that the land was in the street right -away, but also <br />thought OSAB should have been given a heads up. <br />7 <br />
