Economic Vitality Committee <br />Meeting Minutes <br />October 22, 2021 <br />Page 3 of 4 <br />feedback on the program could be received through the City's business <br />satisfaction survey. <br />Mayor Pro Tern Maloney was appreciative of the countywide perspective that <br />this could potentially provide. He also commented that it's not necessary to <br />discuss funding at this time as that can be discussed later by Council. Mayor <br />Pro Tern Maloney wondered how the EVC can create a metric to show the <br />impact of this program. <br />Chair Dickinson emphasized the importance of a multi -year investment as the <br />first year will primarily be focused on education. He also commented that this <br />would be a great use of ARPA funds. Mayor Pro Tern Maloney requested that <br />the funding not be included in this discussion and that feedback be focused on <br />the intention of supporting this program. Director Pierce confirmed that there <br />may be other funding opportunities and will move the initiative forward with EVC <br />support. <br />VIII. Discussion/Direction- Strategic Plan Item #1-4: Identify Priority <br />Properties/Areas (such as Sam's Club, Kohl's, Cinebarre, and Village <br />Square) for Focus of City Attraction Efforts or Influence to Private <br />Redevelopment Undertakings: Director Pierce introduced the priority property <br />discussion. <br />550 S McCaslin (Parcel O), 919 W Dillon Road - Mayor Pro Tern Maloney <br />wondered whether the EVC could have conversations regarding preferred <br />zoning on these properties. Chair Dickinson agreed that while the EVC cannot <br />make planning or zoning decisions and policies, it is something that should be <br />considered as part of the economic vitality discussion. <br />Chair Dickinson questioned the role that the EVC can play when dealing with <br />covenants. Director Pierce clarified that the role is more of a facilitator between <br />the parties. Deputy City Manager Zuccaro added that a fiscal impact analysis, <br />as well as collaboration and discussion with the developer can lead to more <br />economically feasible results. <br />785 E South Boulder Road — Chair Dickinson questioned whether this property <br />would be attractive to any grocery retailers given the location and proximity to <br />other grocers. Director Pierce responded that there is a potential tenant <br />interested in the building. <br />1164 W Dillon Road — Mayor Pro Tern Maloney reiterated his earlier comments <br />and wondered whether a change in zoning would meet goals, and whether <br />there would be Council and community support. Councilmember Leh stated that <br />this this part of town is on the precipice of change and could be ripe for <br />redevelopment, but also mentioned the importance of preserving some of the <br />large commercial area. Chair Dickinson agreed that this property likely has the <br />Agenda Packet P. 5 <br />
