RESOLUTION NO.84 <br />SERIES 2021 <br />A RESOLUTION SUPPORTING THE CITY OF LOUISVILLE'S ACCEPTANCE OF A <br />NON -MOTORIZED TRAILS GRANT FOR THE 2021 DAVIDSON MESA OPEN SPACE <br />TRAILS RESURFACING PROJECT <br />WHEREAS, the Colorado State Recreational Trails Grant Program is a partnership <br />among Colorado Parks and Wildlife, Great Outdoors Colorado, the Federal Recreational Trails <br />Program, and the Land and Water Conservation Fund; and <br />WHEREAS, the Parks, Recreation and Open Space Department has applied to the <br />Colorado State Recreational Trail Grant Program for a Trails Maintenance Grant in the 2021 <br />Non -Motorized Grant Cycle in the amount of $250,000; and <br />WHEREAS, as stated in a Conditional Award letter from the Colorado Parks and Wildlife <br />Department of Natural Resources, the City's application has been recommended by the State <br />Trails Committee for a grant in the amount of $250,000, pending final approval by the Parks and <br />Wildlife Commission on March 17-18, 2021; and <br />WHEREAS, the City Council by this resolution desires to express its support for the grant <br />application, to accept the Conditional Award, and to express its support for the completion of the <br />City's 2021 Davidson Mesa Open Space Trail Resurfacing Capital Improvement Project (the <br />"project") if the grant is finally awarded, and maintenance of the improvements following project <br />completion; and <br />WHEREAS, the City Council understands that all properties on which State Trails' <br />funded projects take place must be under the control of the applicant or authorized agent and <br />open to the public for at least 25 years; and <br />WHEREAS, the City Council further understands that local governments applying for <br />planning grants must contribute a minimum of 30% match, 10% of which match must be cash; and <br />WHEREAS, the City Council further understands that the City must secure and maintain <br />specific insurance policies, dependent upon the type of project and organization, and that <br />required insurance policies must be in place and active 30 days prior to the start of the project; <br />and <br />WHEREAS, the City Council finds that the resurfacing and maintenance of the Davidson <br />Mesa Open Space trail system is necessary and beneficial to the Louisville community. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF LOUISVILLE, COLORADO: <br />Section 1 The City Council strongly supports the grant application to the Colorado <br />State Recreational Trail Grant Program for $250,000 to assist in funding the City's 2021 <br />Resolution No. 84, Series 2021 <br />Page 1 of 2 <br />
