<br />City Council <br />Study Session Summary <br />April 28, 2009 <br />Page 3 of 3 <br />A resolution is being brought forward for information and discussion at the next <br />city council meeting. <br /> <br />Staff and Council members discussed general overarching compliance aspects <br />for members of Boards and Commissions. Discussion focused on exceptions, <br />such as medical, for the requirement of missing more than three meetings. The <br />idea of possible changes to the structure of the meeting requirements to be a <br />percentage of total annual meetings was explored. Questions considered: <br />What are the possible causes for dismissal? <br />What is the definition of cause? <br />Council members discussed possible conflicts of an overarching policy with other <br />boards and commissions by-laws and resolutions, but felt overall guiding <br />principles had value. <br /> <br />Based on the proposal, the City Manager reviews compliance issues - considers <br />the basis, rules, and requirements on a case by case basis. Something that <br />does merit removal is then prepared for council and brought forward to the City <br />Council. The member being removed is given notification of the issue being <br />brought to the Council. <br /> <br />Discussion focused on the belief that board or commission members represent <br />the City and should be held to high standards of conduct. The City Attorney has <br />indicated that a resolution is necessary for any implementation of dismissing for <br />cause. The City Manager serves as a screening function, not a final decision <br />maker. Possible issues include the sensitive nature of a personnel action, and <br />should this be discussed in Executive Session. Is that appropriate? A problem <br />arises when "no" decisions can be made in executive session. The process <br />could possibly include confidential reviews by the Manager, and a determination <br />if there are grounds to bring the issue forward. The process might include the <br />involvement of board and commission staff liaisons. <br /> <br />Advance Agenda review. <br />. Is there an ordinance that prohibits the feeding of animals? <br />. Discuss "swarms" in the presentation of agricultural ordinances, and <br />include all applicable information in regards to bee-keeping. <br />.
