City Council
Study Session Summary
May 11 , 2009

Residential/Commercial Green Building Codes
The county is gaining momentum with green building codes through meetings
and programs. Stakeholders have been identified and a scope of work
completed, therefore the County will be moving forward with what they have.
With this momentum, energy conservation has increased 32% from 2003 to
2009. Louisville has been assimilating information on green building for 2 years.
The staff has educated themselves and is in the process of adapting green
building codes for Louisville. Discussion focused on creating a task force to
develop a common vision of green building, and well as provide some
consistency in commercial green building codes. If the County and communities
within the county want to build smart, complementary building standards would
make sense. A summit was suggested for pulling together a common code.
There was consensus within the group that communicating energy efficiency is
an important building block. The best practice may be to incrementally
encourage energy efficiency and green standards. The County, Louisville, and
other communities should continue the process of facilitating the sharing of
information through meetings. The County is in a unique position to guide
community green building programs. BCC discussed the current Climate Smart
Loan Program. Four hundred properties will be receiving a total of $7,000,000 in
loans. At the end of May individuals will be given notice to proceed. A map of
concentrations of loan recipients is available and will be provided to Louisville.

Adjourn

The meeting adjourned at 7:50 p.m.

Submitted by Rhonda Welborn
May 14,2009
