The current parking footprint is <br />designed for 250 spaces, although this is not being utilized to its full potential. <br />Currently Louisville is working on parking for both the east and west side of the <br />proposed Fastracks. <br /> <br />The following comments were made: <br /> <br />· Premium parking could be offered adjacent to the train station for a fee <br />· Reduced levels of parking could be provided, to include some for free <br />· Opportunity for business to charge for parking <br />· The management of the parking should be explored <br />· Need to mindful of modifying the use of open space <br />· Consider urban renewal and future growth, as well as practical issues in <br />land use <br />· There is an overlap between Lafayette and Louisville parking needs <br />· Possible agreement to cap parking <br />· Determine a sensible upper limit for recreational needs <br /> <br />Fleming provided information on a resource addressing free parking: "The High <br />Cost of Free Parking". Louisville staff indicated that future planning could <br />address the County's fears of the use of the Harney Lastoka parking. <br /> <br />Open Space/Trails <br />BCC stated that a Boulder County trails map, that includes identification of open <br />space, is available. The LOBO trail will connect Boulder and Longmont, Marshall <br />Mesa will be a complete loop, and the feeder canal will run from Lyons to Boulder <br />Reservoir. Council and staff requested that County staff speak with the Louisville <br />Open Space Advisory Board. <br /> <br />ConocoPhillips Update <br />Staff indicated that deconstruction is expected to be completed this year, with <br />design plans in late summer or early fall. HOK has been hired for the <br />architectural design work. Conoco is recycling many of the materials from <br />deconstruction. An anticipated date for opening the Conoco campus is sometime <br />in 2013. The County and Louisville need to take in consideration the <br />transportation impacts to the area. Campus models should be considered that <br />encourage significant transit use, minimizing parking on the campus. The goal <br />for Conoco is to have the campus a showcase for energy efficiency. Another <br />possible design feature would be to have landscape look like prairie rather than <br />massive parking lots. With US36 adjacent to the campus, Conoco should be <br />sensitive to aesthetics by obscuring parking. Conoco is part of the community <br />and County. Staff indicated that representatives from Conoco have <br />demonstrated the desire to conserve resources and have followed through with <br />this imperative. Commissioners were invited to speak with Conoco for follow up. <br />
