Open Space Advisory Board <br />Minutes <br />November 10, 2021 <br />Page 4 of 5 <br />disturbing the land and vegetation even before damage starts. Having the activities <br />specifically listed helps give the rangers cover for this sort of communication. <br />Peter thought it was good as written. <br />Helen has six pieces of feedback and provided an email she had written outlining them <br />(see below). She thought "vegetation" should be listed as something rangers could flag <br />as being damaged. She also wondered why ice skating and sliding onto roads from <br />Open Space were not listed as prohibited activities. Peter thought "natural resources" <br />covers vegetation. Nathan agreed. Ember added that in other places in the code there <br />is further language about activities around water, including ice skating, and <br />endangerment. <br />Anneliese and Charles were both happy to see this being worked on proactively. <br />Charles was worried about the language calling out specific activities, given ambiguities <br />about skiing. Nathan replied that he initially wanted the language to be broader too, but <br />after listening to the rangers' feedback, he wants to give them latitude to approach <br />users. Both Nathan and Peter pointed out that code can always be revisited if this <br />wording doesn't work. <br />Laura liked the additions, and was particularly happy to hear that the rangers felt like it <br />helped the code be enforceable. She was happy to vote for it, but wanted to make sure <br />there was a way for the board's feedback to be communicated to the City Attorney. <br />Peter made a motion to approve the staff's wording additions to the city code as written. <br />Anneliese seconded the motion. There were 6 members in favor, 0 against, and Helen <br />abstained. <br />10. Discussions Items for the Next Meeting on Wednesday, December 8, 2021. <br />A. 2021 OSAB Goals <br />B. Pocket Prairies proposal <br />C. Memorial bench update from staff <br />D. Trails classification discussion lead by Trails Tiger Team <br />E. Helen reminded Nathan said he'd provide the board a review of how the TMP <br />intersects with open space land. The board thought this might be right for <br />January. <br />11. Adjourn <br />The meeting adjourned at 8:48 pm. <br />
