Planning Commission <br />Meeting Minutes <br />November 11, 2021 <br />Page 11 of 12 <br />Commissioners Moline, Hoefner, Howe, and Chair Brauneis voted yay and <br />Commissioners Williams and Diehl voted nay. <br />Brauneis stated that the motion carried. <br />McDonalds PUD Amendment: A request for approval of a Planned Unit Development <br />Amendment to allow minor site modifications and signage changes. (Resolution No. 15, <br />Series 2021). <br />• Applicant: Tiffany Roth, Rogue Architects <br />• Case Planner: Ellie Hassan, Planner II <br />All required notice was met and there were no disclosures. <br />Hassan shared the proposal for the 4th PUD Amendment for the McDonald's to allow <br />the interior and exterior renovation of the existing building and site. She described the <br />site development history and the changes that would occur with the proposal, including <br />changes to pedestrian, ADA, and vehicular movement and parking, along with changes <br />to signage and the fagade. The application included six waivers, including waivers to <br />parking spaces, landscaping, and signage. <br />Williams asked about the additional sign. <br />Hassan stated that that sign was not on the site currently and the "M" was a new sign. <br />Hoefner asked about the changes to the fagade. <br />Hassan described the materials and paint changes to the fagade. <br />Diehl asked about the additional screening on Dillon Road. <br />Hassan described the proposed shrubs and trees and stated that staff believed it was <br />helpful to the site as this area was the only site location with enough room to add <br />landscaping. In addition, it would help screen the drive-thru from Dillon a bit more <br />effectively. <br />Robert Palmer, in Franktown, stated that the site was a bit unique as there was an <br />overlay in addition to the municipal code. He shared that during peak hours traffic <br />backed up through the parking lot, so even though they were losing parking spaces the <br />new configuration would allow parking and circulation to work better than it was now. He <br />stated that there were also changes regarding updating and modernizing McDonald's <br />buildings to avoid having old buildings out there and they wanted to increase ADA and <br />pedestrian access. He added that the menu boards were changing to accommodate the <br />ability to show the order on the menu board and the resizing was not about increasing <br />the advertising space. <br />Brauneis asked for closing statements and public comments. Seeing none, he closed <br />the public hearing and requested commissioner discussion. <br />
