SUMMARY:
The applicant requests approval of the tenth amendment to the Centennial Valley
General Development Plan (GDP), to allow a private school use at 168 Centennial
Parkway. To enable a private school use in the building at 168 Centennial Parkway, the
lots on which the building sits (Lots 3 and 4) would be combined to create Parcel G-3, a
4.15-acre area which is currently part of Parcel G. The allowed uses on this parcel
would change from Research/Office to Research/Office/Private School.
BACKGROUND:
This site is governed by a GDP approved in 2015 and a Planned Unit Development
(PUD) approved in 2016. The proposed Parcel G-3 is currently part of Parcel G in the
Centennial Valley GDP and zoned PCZD-C. The Centennial Valley area was annexed
and initially zoned with a GDP in 1979 and has had a number of amendments to date.
The most recent updates in 2015 included increasing the overall retail square footage to
accommodate development in Parcel H and subdividing Parcel G to accommodate a
use change on a portion now designated as Parcel G2 (southeast of the proposed
Parcel G-3).
A PUD for the site was approved in 2016, allowing for the development of a 59,629
square -foot building designated for office use, with 231 parking stalls. Existing tenants
include medical and professional offices.
PROPOSAL:
The applicant requests approval of the tenth amendment to the Centennial Valley GDP
to allow a private school use at 168 Centennial
Parkway. To allow the additional use, the
amendment would create a new parcel
to encompass the building at 168
Centennial Parkway with the new use
tied to the parcel. The proposal requires
a GDP amendment because Section
17.72 of the Louisville Municipal Code
(LMC), which lists uses allowed by right
and through an SRU in Planned
Community Zone Districts, does not
mention private schools. Any restrictions
from or additions to the list in 17.72
require specification on a GDP or a
GDP amendment.
Figure 1: 2016 PUD for 168 Centennial Parkway
Application materials include a GDP Amendment, a Development Agreement, and a
Written Narrative. The GDP Amendment establishes the new parcel (including its size
and allowed uses) on the map and in the use table. It also includes Note (1), which
references the Development Agreements, and Note (2), which references a GDP
Amendment from 2020 that governs development on Parcel O. Note (2) adds clarity so
that the proposed GDP Amendment captures all of the relevant changes to Centennial
Centennial Valley GDP Amendment Page 2 of 12
PC — December 9, 2021
