SUMMARY: <br />The applicant requests approval of the tenth amendment to the Centennial Valley <br />General Development Plan (GDP), to allow a private school use at 168 Centennial <br />Parkway. To enable a private school use in the building at 168 Centennial Parkway, the <br />lots on which the building sits (Lots 3 and 4) would be combined to create Parcel G-3, a <br />4.15-acre area which is currently part of Parcel G. The allowed uses on this parcel <br />would change from Research/Office to Research/Office/Private School. <br />BACKGROUND: <br />This site is governed by a GDP approved in 2015 and a Planned Unit Development <br />(PUD) approved in 2016. The proposed Parcel G-3 is currently part of Parcel G in the <br />Centennial Valley GDP and zoned PCZD-C. The Centennial Valley area was annexed <br />and initially zoned with a GDP in 1979 and has had a number of amendments to date. <br />The most recent updates in 2015 included increasing the overall retail square footage to <br />accommodate development in Parcel H and subdividing Parcel G to accommodate a <br />use change on a portion now designated as Parcel G2 (southeast of the proposed <br />Parcel G-3). <br />A PUD for the site was approved in 2016, allowing for the development of a 59,629 <br />square -foot building designated for office use, with 231 parking stalls. Existing tenants <br />include medical and professional offices. <br />PROPOSAL: <br />The applicant requests approval of the tenth amendment to the Centennial Valley GDP <br />to allow a private school use at 168 Centennial <br />Parkway. To allow the additional use, the <br />amendment would create a new parcel <br />to encompass the building at 168 <br />Centennial Parkway with the new use <br />tied to the parcel. The proposal requires <br />a GDP amendment because Section <br />17.72 of the Louisville Municipal Code <br />(LMC), which lists uses allowed by right <br />and through an SRU in Planned <br />Community Zone Districts, does not <br />mention private schools. Any restrictions <br />from or additions to the list in 17.72 <br />require specification on a GDP or a <br />GDP amendment. <br />Figure 1: 2016 PUD for 168 Centennial Parkway <br />Application materials include a GDP Amendment, a Development Agreement, and a <br />Written Narrative. The GDP Amendment establishes the new parcel (including its size <br />and allowed uses) on the map and in the use table. It also includes Note (1), which <br />references the Development Agreements, and Note (2), which references a GDP <br />Amendment from 2020 that governs development on Parcel O. Note (2) adds clarity so <br />that the proposed GDP Amendment captures all of the relevant changes to Centennial <br />Centennial Valley GDP Amendment Page 2 of 12 <br />PC — December 9, 2021 <br />
