time through the GDP Amendment. Any expansion of the use within the <br />site will be evaluated through the same means as a by -right use, for which <br />staff has the ability to review parking, building codes, circulation and other <br />needs. Additionally, the proposal was evaluated for traffic impacts that <br />would negatively impact the surrounding properties and transportation <br />network. The street network in the area has capacity to accommodate the <br />use as proposed, as well as if the use were expanded with the property. <br />Therefore, staff finds that the site can accommodate this use, with the <br />provision for circulation improvements in the Development Agreement, as - <br />is. <br />In addition to compliance with 17.72, the LMC also requires buffer zones around <br />schools for liquor and marijuana establishments. There are currently no liquor or <br />marijuana establishments within the required buffers around 168 Centennial Parkway <br />(500 feet for liquor and 1000 feet for marijuana as stated in Section 9.72.070 and <br />Section 17.16.237 of the LMC). <br />Comprehensive Plan Policies <br />Centennial Valley is an office park special district named in the Comprehensive Plan, <br />described as suburban and consisting of large parcels. While the creation of a new <br />parcel by subdividing an existing one does create a smaller parcel, the proposal does <br />not affect the other elements of the Comp Plan such as neighborhood character, future <br />trail connectivity, etcetera. <br />The McCaslin Boulevard Small Area Plan includes this area with the Edge condition <br />context which contemplates primarily office uses. The use of the property as a private <br />school is compatible with office uses and consistent with other existing institutional uses <br />within this area. Private schools maintain tax revenues consistent with other private <br />institutional and office uses, therefore a fiscal impact analysis was not performed with <br />this application. <br />CDDSG <br />The building at 168 Centennial Parkway was parked at a 4/1000 ratio. As stated above, <br />while parking is typically confirmed during the building permit stage, staff reviewed the <br />application materials and determined that the applicant is not expected to <br />disproportionally impact the parking on the site. The property owner has been made <br />aware of additional parking management options to address parking among tenants at <br />the site and anticipates that permit review for parking will be sufficient. The CDDSG also <br />specifies that "all schools and child care facilities having a capacity greater than 25 <br />students shall incorporate drop-off areas" (page 20, Section 2.1.3 Passenger Drop -Off <br />Areas). As a school with more than 25 students, this standard is relevant to the <br />proposed use. However, due to Fusion Academy's nontraditional scheduling, staff <br />determined that preemptive changes to the site plan to provide a designated drop-off <br />area were not warranted at this time. However, based on the intent of this standard and <br />in recognition of the specific circulation concerns for schools, staff supports the <br />Centennial Valley GDP Amendment Page 5 of 12 <br />PC — December 9, 2021 <br />19 <br />
