ANALYSIS: <br />Compliance with Chapter 17.72 — Planned Community Zone District <br />The GDP Amendment is subject to Section 17.72 of the LMC regulating Planned <br />Community Zone Districts (PCZD). Any amendments to a PCZD are subject to the <br />same process and requirements as the initial approval. The language and analysis for <br />compliance with 17.72 are as follows: <br />17.72.010: Purpose. The purpose of the planned community zone district is to <br />encourage, preserve and improve the health, safety and general welfare of the <br />people of the city by encouraging the use of contemporary land planning <br />principles and coordinated community design ... [and] to provide related areas <br />for various housing types, retail and service activities, recreation, schools and <br />public facilities, and other uses of land. <br />The GDP Amendment does not affect Centennial Valley's ability to fulfill <br />the purpose of a PCZD. School uses are generally contemplated in such <br />districts and add to the diversity of those accessing the area which could <br />result in the increased support for existing businesses. <br />17.72.030: Procedure and applicability. [The] development plan shall consist of <br />a map or maps, together with supplementary text materials, and an agreement <br />between developer and city which includes a phasing plan, and such <br />development plan shall set forth the following: [proposed uses, type of <br />development, proposed locations of all sites and facilities]. <br />The GDP Amendment application includes all required elements and <br />shows the proposed location for the new use. This proposal does not <br />include any new development or changes to any existing structures or site <br />plans at this time. Any new development or changes to the site will require <br />compliance with all applicable design standards. The draft Development <br />Agreement allows the City to require changes to parking and circulation as <br />needed to ensure on -site and adjacent vehicular and pedestrian <br />circulation and safety. <br />17.72.090: Commercial and Office. A. This section is intended to promote the <br />development of well -planned shopping centers and facilities that provide a variety <br />of shopping, professional, business, cultural and entertainment facilities designed <br />to create an attractive and pleasant shopping atmosphere. <br />The addition of a new use with the proposed tenancy has the potential to <br />contribute to the diverse mix of users and uses in the immediate area and <br />in the overall development. Staff notes that elsewhere throughout the city, <br />a Private School use requires approval of a Special Review Use (SRU). In <br />this case, the applicant proposes this to be a by -right use, along with the <br />existing Research/Office uses. Because this is a standalone property, the <br />use could be evaluated for impacts, similar to the SRU analysis, at this <br />Centennial Valley GDP Amendment Page 4 of 12 <br />PC — December 9, 2021 <br />
