City Council <br />Meeting Minutes <br />October 5, 2021 <br />Page 7 of 11 <br />Councilmember Brown stated he is disappointed the applicant is getting rid of the senior <br />housing — that is a need in the community. He is also disappointed that this development <br />will not increase affordable housing and decreases commercial development. There is a <br />need for commercial and a market for commercial. He stated he feels this application <br />doesn't support the needs of the community with senior and affordable housing. <br />Councilmember Leh stated he is concerned about the loss of commercial area in the <br />development. He is bothered the senior housing has been removed. <br />Councilmember Fahey is concerned about the loss of senior housing and the affordable <br />housing and the loss of commercial space. She doesn't feel she can support this <br />particular proposal. <br />Mr. Bair stated that a decision hasn't been made on how to adhere to the affordable <br />housing requirements. He is open to discussing the 55+ housing further. The goal is to <br />keep it a mix of housing. <br />Mayor Stolzmann said this was envisioned as the mixed use section for the area. She <br />noted using the fee -in -lieu doesn't get affordable housing on this site. If Council wants this <br />it needs to be required. Stated she feels the application doesn't meet the minimum <br />requirements of the Comp Plan in its current state. <br />MOTION: Councilmember Brown moved to remand the GDP back to the Planning <br />Commission noting concerns about affordable housing and senior housing and loss of <br />commercial; Mayor Stolzmann seconded the motion. <br />Interim Planning Director Ritchie stated the senior housing requirement was in the <br />subdivision agreement not the GDP. If sent back is there specific discussion or feedback <br />or certain direction the Council wants to give the Planning Commission? <br />Mayor Pro Tern Maloney stated that the commercial piece is similar to what was <br />approved in 2019 and he is okay with the density if the 55+ housing is included. <br />Mayor Stolzmann closed the public hearing <br />SUBSTITUTE MOTION: Mayor Stolzmann moved that staff bring back a resolution of <br />denial; Councilmember Brown seconded. <br />Mayor Stolzmann feels a resolution for denial is the best path forward as sending back <br />would cause confusion for Planning Commission. She would rather see a new application <br />and process. It's eliminates any question of why it doesn't meet our requirements. <br />VOTE on the substitute motion: A roll call vote was taken; it failed 4-3 with Mayor <br />Stolzmann and Councilmembers Leh and Brown voting yes. <br />
