City Council <br />Meeting Minutes <br />October 5, 2021 <br />Page 6 of 11 <br />Councilmember Brown asked the applicant why the senior housing requirement has been <br />removed from the proposal. Mr. Bair responded that the intent was to create more <br />diverse, inclusive housing and more of what the local market is looking for. <br />Councilmember Leh asked the applicant if he had considered doing some senior housing <br />in the proposal. Mr. Bair said that was evaluated and the conclusion was that a non- <br />restrictive product that opened up options for different types of folks was needed. <br />Public Comments <br />Gary Larson — 2189 Park Lane — stated he preferred the original Foundry project. He <br />disagreed with the applicant that the community supports this project. <br />Don Culver — 2147 Park Lane — stated he is concerned over the reduction in the amount <br />of commercial properties. Paired homes are an improvement, but he feels downsizing the <br />commercial is a mistake. Commercial property is what pays the bills. <br />Carlos Hernandez — Lives near the project and supports it as proposed. He stated the <br />community needs housing. He stated that when we add housing in Louisville we add <br />great people. He urged approval. <br />Will Fry — stated he would like to see housing with master floor bedrooms help keep <br />elderly people in their neighborhood instead of having to go to a care facility. <br />Mayor Pro Tern Maloney stated this was the third time he has seen a proposal for this <br />property come before Council. He stated the senior housing is needed in the community. <br />Reducing commercial and increasing residential costs more. <br />Councilmember Lipton stated that the restriction for senior housing also had to do with the <br />concern over school overcrowding. He agreed with Mayor Pro Tern Maloney that senior <br />housing is needed. He stated he does favor some increased density for new housing. He <br />stated he would like to be able to provide the applicant with direction on what Council <br />would like to see here. <br />Mayor Stolzmann stated that walkable connected neighborhoods are important to <br />community members. She noted other developments have been approved as mixed use <br />with the residential units built out and no commercial developed. She stated the fiscal <br />impact to the community is large and decreasing commercial is eroding our ability to pay <br />for those things. She does not support the proposal. <br />Councilmember Dickinson stated he would like assurances the residential and <br />commercial will be developed concurrently. He noted Council wants senior and affordable <br />housing. He stated he supports density, but needs a commitment for senior and <br />affordable housing is also needed. <br />
