City Council <br />Meeting Minutes <br />October 5, 2021 <br />Page 9 of 11 <br />Public Comments — None. <br />Mayor Pro Tern Maloney (member of the EVC) said some of these recommendations <br />should be moved forward and others could use some discussion. <br />Councilmember Brown asked if this was or wasn't consistent with what other communities <br />that have this type of a program are doing. Director Pierce said Boulder has the most <br />similar program to Louisville and they don't tie their incentives to the signing of a lease. <br />Longmont and Erie also do not have any tie to signing of the lease. <br />Mayor Stolzmann stated he gets comments from residents asking if permit fees are <br />structured so the cost of rebated fees are covered by other applicants. She wants to be <br />sure rebates are not inflating permit fees. Director Pierce stated General Fund money is <br />used to offset the cost of rebates. <br />Councilmember Dickinson feels the vacancy bonus incentive is important. It could end up <br />being a pretty big bonus, but it is an opportunity to begin generating revenue from a <br />property that has been vacant for two or more years. <br />Councilmember Brown stated filling vacancies is a great idea but what if a Louisville <br />business moves into a vacant space and it will create another vacancy. Would they still <br />be eligible? <br />Councilmember Dickinson responded this is about occupying a vacant space that has <br />been vacant a long time. <br />Councilmember Brown stated he is concerned about the unintended consequences of <br />this proposed change. <br />Mayor Stolzmann thinks it would be beneficial if this incentive were available to specific <br />properties. <br />Mayor Stolzmann stated we should identify critical properties and put that information out <br />there. We should be willing to negotiate non-traditional packages for certain properties. <br />There was consensus on allowing Louisville Businesses to participate and on the <br />recommendation for Administrative Approval for agreements with less than $50,000 in <br />rebates. <br />Staff will bring this back for additional discussion or action at a later date. <br />DISCUSSION/DIRECTION — OPEN SPACE ZONING SCOPE OF WORK <br />Nathan Mosley, Director of Parks, Recreation and Open Space, stated open space <br />zoning is part of this year's work plan. Staff presented the most recent recommendations <br />to the Open Space Advisory Board and the board unanimously approved the <br />
