Economic Vitality Committee <br />Meeting Minutes <br />November 18, 2021 <br />Page 4 of 5 <br />Puiblic comment from Mike Kranzdorf. Mr. Kranzdorf questioned whether <br />housing is included in the discussion of this property. Director Pierce responded <br />that Ascent Church's current vision has not included housing to this point. <br />Chair Dickinson commented that this property should be considered a very high <br />priority and wondered what EVC and City Council can do to amend the <br />covenants and encourage development. Councilmembers Most and Fahey both <br />agreed that this should be a high priority property for the EVC to bring to <br />Council. <br />Mr. Kranzdorf cautioned the EVC about removing the restrictive covenants and <br />the impact that it could have on the business and development community. He <br />also encouraged them to have a further discussion prior to making any <br />decisions. Councilmember Most thanked Mr. Kranzdorf for his comments and <br />spoke about the impact that similar businesses being located next to each other <br />can have positive impacts on the community. Chair Dickinson clarified that <br />changes to the restrictive covenants may not necessarily allow a grocer to <br />locate in this area but would likely focus on other covenants. <br />Director Pierce responded that the company is currently working on a fourth <br />amendment to the covenant declaration but that there have not been any <br />significant changes since 1995. <br />Chair Dickinson reaffirmed that this property should be included within the top <br />two priority properties for City Council action and that EVC's recommendation <br />be to pursue what they can do to encourage redevelopment in the property. <br />785 E South Boulder Road — Director Pierce summarized the previous <br />discussion and confirmed that there is current interest in the property. <br />Councilmember Fahey asked whether the current interest is related to the Rose <br />and Raven at 511 E South Boulder Road and Director Pierce stated that it is <br />not. <br />1164 W Dillon Road, Current Regal Cinebarre Theater— Interim Planning <br />Director Ritchie commented that this property is likely more ripe for Council <br />interest and action than other properties including 550 S McCaslin and <br />highlighted the adjacency to McCaslin Station. She mentioned that there is an <br />applicant interested in redeveloping this site to a primarily residential use. <br />Director Ritchie emphasized that the potential of retail development would be <br />unlikely without direct City involvement. <br />Chair Dickinson commented that he would like the EVC to provide a <br />recommendation as to how Council can help attract residential development on <br />this property. Councilmember Fahey agreed that it should be a priority for <br />Council to take action to encourage development. She also questioned whether <br />Agenda Packet P. 5 <br />
