City Council <br />Meeting Minutes <br />November 16, 2021 <br />Page 3 of 11 <br />OATHS OF OFFICE <br />Judge Thrower administered the oaths of office for incoming Councilmembers Leh, Most, <br />and Brown. <br />Approval of Contract Amendment for Project Specific Design and Construction <br />Services for the Cottonwood Park Playground Replacement Project — moved from <br />consent agenda <br />Director Mosley stated the proposed redesign of the park does include a small section of <br />poured in place rubber surface. It is in a small section of the playground specifically <br />placed to make the playground wheelchair accessible. The rest of the area around the <br />playground is either sand or processed wood fiber. During the public process people <br />noted they wanted the play structure to be accessible for wheelchair users. <br />Public Comments — None <br />Councilmember Fahey stated if there is a greener option she would support it so the play <br />structure could still be wheelchair accessible. <br />Mayor Stolzmann asked staff if they could investigate if there is a greener option that <br />could be used and still have the playground wheelchair accessible. Director Mosley stated <br />staff will look into that. <br />MOTION: Mayor Pro Tern Maloney moved to approve the contract amendment; <br />seconded by Councilmember Fahey. <br />VOTE: All in favor <br />CITY MANAGER'S REPORT <br />Interim City Manager Davis welcomed Councilmember Most. She reported the City is <br />hosting an open house at the Rec Center at 5:30 on Thursday for everyone to meet the <br />City Manager candidate finalists. People can give feedback via a website form that will be <br />available soon. <br />REGULAR BUSINESS <br />RESOLUTION NO. 86, SERIES 2021 — A RESOLUTION APPROVING A PLANNED <br />UNIT DEVELOPMENT TO ALLOW AN ACCESSORY STRUCTURE IN THE REAR OF <br />THE PROPERTY AT 940 MAIN STREET <br />Mayor Stolzmann introduced the item and opened the public hearing. <br />
