City Council <br />Meeting Minutes <br />November 16, 2021 <br />Page 4 of 11 <br />Kim Bauer, Preservation Planner, stated the PUD under consideration would allow for a <br />288-square foot accessory structure that would house an office space in the rear of the <br />property along the southern property line. The proposed accessory structure would not <br />require any additional water or sewer utilities, and only require electrification for the office <br />use. <br />She reviewed the site plan and noted the application meets the requirements of the <br />Downtown Design Handbook and the Downtown Framework Plan. Staff also feels the <br />application meets the PUD criteria and staff recommends approval. <br />Public Comments — None. <br />MOTION: Councilmember Fahey moved to approve Resolution No. 86; Councilmember <br />Brown seconded the motion. <br />Mayor Stolzmann stated she agrees with the staff analysis that this application meets the <br />criteria in our code and meets the Downtown Design Handbook. She asked if this addition <br />would still allow the building in front to be landmarked. Bauer stated the main structure is <br />still eligible for landmarking. <br />Councilmember Fahey asked for confirmation that the new space would not be available <br />as living space. Bauer stated that is correct; it could only be used for meeting space. <br />Mayor Stolzmann closed the public hearing. <br />VOTE: Motion passed by unanimous roll call vote. <br />RESOLUTION NO. 87, SERIES 2021 — A RESOLUTION APPROVING A FINAL <br />PLANNED UNIT DEVELOPMENT AND SPECIAL REVIEW USE TO ALLOW A <br />CARWASH AND ASSOCIATED SITE IMPROVEMENTS ON LOT 3, ST LOUIS PARISH <br />AND BOLDER INNOVATION CAMPUS <br />Mayor Stolzmann introduced the item and asked for disclosures, seeing none she opened <br />the public hearing. <br />Interim Planning Director Ritchie stated this is a request for approval of carwash and <br />special review use on a lot on the St. Louis Parish property on 96t" Street. She reviewed <br />the development history of the larger site surrounding this lot. She reviewed a site plan of <br />the proposed car wash including the bays, access, parking, and surrounding areas. <br />She stated the application is in compliance with the General Development Plan (GDP) <br />requirements and with the CDDSG design standards. She noted the Planning <br />Commission had a conversation about the screening of the drive through stacking lanes. <br />
