Mayor Stolzmann stated that <br />from the renderings it is not clear this block will meet the CDDSG. <br />Mayor Stolzmann asked if there was a written guarantee on the size of the trees to be <br />planted. Interim Planning Director Ritchie stated it is included in the PUD and it is also <br />checked at the time of permit approval. These renderings are what the trees would <br />probably look like at 10 years. If Council wants to require a larger size of tree at planting it <br />can include that as a condition of approval. <br />Councilmember Brown asked what kind of water demand this site would have and if it <br />would require the city to procure additional water rights or a higher tap fee. Interim <br />Planning Director Ritchie stated that public works staff reviews applications for water use <br />and determines if a use would require additional water or if it could be covered by existing <br />resources. It is assumed that the City has sufficient water to cover this use. The tap fee is <br />paid at the time of building permit and is determined by a set of calculations and <br />estimates based on expected use and fixture count. That is monitored over time as well <br />and can be adjusted if use is much higher than anticipated. <br />Councilmember Most stated she is concerned about how growth in this area would affect <br />the rural character of this area and the amount of traffic it will bring to the area. She is <br />also concerned about the water usage on that property for the business use as well as <br />the amount of water that will be need for the trees that are proposed for screening. <br />Councilmember Fahey stated she agreed that the landscaping should include xeriscape <br />that would use less water. She likes the plan for the business to recycle water on site as <br />well. She stated she does not feel this carwash use will generate a significant amount of <br />traffic to the area. She stated this application meets the criteria and she supports <br />approval. <br />Mayor Pro Tern Maloney stated this is a Special Review Use for this area per the GDP <br />and he believes this application complies with the code for this site. <br />MOTION: Mayor Pro Tern Maloney moved to approve the resolution; Councilmember <br />Fahey seconded the motion. <br />Councilmember Brown offered a friendly amendment to add a condition that the applicant <br />install a system that can recycle 70% of the water used in the facility. <br />Members agreed to add a condition for recycling water. Staff will work with the applicant <br />to memorialize in the PUD a condition that 60% or more of the water on the site be <br />recycled. <br />Mayor Pro Tern Maloney and Councilmember Fahey accepted the friendly amendment. <br />
