City Council <br />Meeting Minutes <br />November 16, 2021 <br />Page 5 of 11 <br />The application now includes enhanced screening of the lanes using additional evergreen <br />trees to provide year around screening. <br />For the special review use criteria staff finds the use is consistent with the Rural Context <br />area for auto -oriented uses and development patterns; it contributes to economic <br />prosperity of the City; the site design is compatible in the area; and the application meets <br />all criteria in the LMC. Staff recommends approval of the application. <br />Applicant presentation, Megan Kranichfeld, United Properties, reviewed the overall <br />development of this site. She noted the landscape for this parcel aligns with the <br />neighboring properties screening as well. <br />Justin and Megan Villa, applicants, stated they already have one business in the <br />Colorado Tech Center and hope to open this new business in town. They reviewed the <br />site plan and landscaping with the screening of the building noting the amenities include <br />an outdoor pet wash site. They stated 60-70% of the water used on site will be recycled. <br />Public Comments <br />Sherry Sommer, 910 South Palisade, stated her concerns that this auto use is not <br />compatible with the rural context, that another car wash is not needed in town, and that <br />this is not in line with the rural character of this gateway to town. She urged a no vote. <br />RJ Harrington, 457 East Raintree Court, stated he is concerned about the water use of <br />this type of business and if the City should approve such a water intense business. <br />Tamar Krantz, 691 West Street, stated this is not the place for this auto centered <br />business and it is not consistent with the rural character of this site. She feels the traffic <br />generated by this site will generate traffic congestion and air pollution. She asked the <br />Council to require a higher level of sustainability commitments on this site. <br />Tiffany Boyd, 550 Grant Avenue, stated people don't need a car wash in the community; it <br />is not consistent with the sustainability goals of the community. This area needs to be <br />maintained with a rural context and this does not do that. She stated that if this is <br />approved it should have the highest requirements for sustainability. She urged a no vote. <br />Josh Cooperman, 216 Griffith Street, stated he too is concerned about the impact this <br />business would have on the rural character of this site and also the environmental impact <br />of such a use. He does not think this business meets the SRU requirements for reducing <br />water use and landscaping that could reduce heat impacts. <br />Mayor Stolzmann stated that from what she sees in the renderings the materials <br />proposed for the building she doesn't think they meet the CDDSG as it looks to include <br />unfinished concrete block.
