Historic Preservation Commission <br />Meeting Minutes <br />15 November 2021 <br />Page 4 of 6 <br />Haley stated that the 1950s assessor card showed the house before it went through the 1959 <br />transition. She noted that especially since this had gone through probable cause, this may have <br />been a missed opportunity on the Commission's side for better guidance. <br />Klemme asked if landmarking would be contingent on getting rid of the siding. <br />Haley stated that she did not think the Commission approved with contingencies and structures <br />could get approved with non -historic, past additions or changes sometimes. She would have <br />loved if the applicant had landmarked before making the changes, but the siding could be taken <br />back in the future. <br />Andy Johnson, 922A Main Street, shared some siding history and stated that if the Commission <br />was hanging its hat on the 1959 photo, it would probably preserve the metal siding from that <br />time, and if the Commission chose the 1950s it would be the clapboard siding. He added that <br />the photos from the 1980s showed an extra layer of brick veneer added to the north side of the <br />house. The big picture was that the owner may have put the cart before the horse, however the <br />applicant did a great job restoring the home and the technicality was that the subcommittee may <br />have provided guidance that was misleading in this instance, putting the owner and the <br />Commission in an awkward positon moving forward. He summarized that there was a lot of <br />good building to be proud of and the right decision was to approve all three resolutions. <br />Haley asked if the Commission wanted more discussion. She stated that the siding discussion <br />was more to make sure that something that they would want to approve a grant for. <br />Burg moved to landmark 841 Jefferson Avenue, stating that it was good for the community to <br />preserve the structure of the home and that while the siding could change, the home would still <br />be there if it were landmarked. Dunlap seconded. Motion approved unanimously by roll call <br />vote. <br />Haley stated that since the subcommittee released the alteration, in a roundabout way that <br />meant that they already approved the siding. <br />Dunlap asked if an Alteration Certificate was necessary. <br />Discussion of process, with Planner Bauer stating that they could discuss if the grant requests <br />qualified as eligible work that would like to see done for rehabilitation. <br />Dunlap moved to approve the Alteration Certificate. Keller seconded. Motion approved <br />unanimously by roll call vote. <br />Dunlap asked if the request included painting and Planner Bauer stated that painting was a typo <br />in the report. <br />Klemme moved to approve the credit for the grant request. Burg seconded. Motion passed <br />unanimously by roll call vote. <br />PROBABLE CAUSE DETERMINATIONS <br />633 McKinley: A request to find probable cause for a landmark designation to allow for <br />funding of a historic structure assessment for 633 McKinley Avenue. <br />4 <br />
