Zuccaro described the proposed design and the waiver request, which was to <br />allow signs on the three row home residential units. Zuccaro stated that the proposed <br />use was for home occupation, which was allowed in residential areas, but as they were <br />requesting that use in a commercial area they were also requesting a sign waiver for the <br />home occupation use. He described the guidelines relevant to the proposal, including <br />the Design Handbook Policies and the SRU Criteria, which related to residential use <br />downtown. Staff supported the sign waiver based on its appropriateness for the context <br />of the Commercial Core, the higher quality design, and the appropriate scale. He shared <br />that the Final Plat to consolidate the lot into one lot complied with the subdivision and <br />zoning regulations and there were no requests for additional easements. <br />Williams asked if residents would apply for the signs or if they were preapproved <br />through the PUD. <br />Zuccaro replied that anyone installing a sign was required to get a building permit and <br />the PUD would have a note stating that the signs would have a specific form and size. <br />Williams asked how the City would know about occupancy. <br />Zuccaro replied that uses were lost after a year of unuse, and that uses were not <br />registered with the City. However, there would be a tenant finish review process. Staff <br />could look into reporting requirements if the Commission wanted. <br />Williams asked for clarification that there was no formal way to determine occupancy <br />and Zuccaro confirmed. <br />Diehl addressed parking and stated that there were other ways to get to 1-2 spaces. He <br />asked about guest parking spots. <br />Zuccaro stated that the total number of units triggered guest spaces and staff <br />calculations for this development required one guest space, which could be provided <br />off -site. This proposal would also create an additional street space and the Code <br />allowed the counting of street spaces. Staff thought that the applicant had provided the <br />most efficient layout they could. He described that it was not in the intention in the Code <br />to provide 100% parking onsite and that the City also provides parking downtown for <br />that reason. <br />Diehl asked if these spaces would only be for residents or customers. <br />Zuccaro confirmed that they were all private spaces. He added that the City had leased <br />spaces in the evening in similar situations, which could be an option for this <br />development, especially if there were office tenants. <br />Diehl asked if the home -occupation use existed anywhere nearby and what it covered. <br />
