He described the mixed uses, stating that the storefront windows and commercial <br />area provided a better context for home -occupation use. He stated that downtown had <br />always been mixed -use. He described the area and the design and noted that the mural <br />would not be touched. <br />Diehl asked what type of businesses would be interested in the development. <br />Hartronft replied that businesses could include an accountant, attorney, architect, or <br />music teacher. He added that they had looked at live -work as a possibility but there had <br />been issues with the requirements, which would dictate a third of the square footage be <br />dedicated to commercial use and would trigger additional parking. He stated that home <br />occupation adequately captured what people could use their homes for in this space. <br />Hartronft summarized that it was a solution to several problems downtown and he was <br />looking forward to seeing how it landed. <br />Hoefner stated that it was an obvious and significant improvement to change a surface <br />lot to row homes. It would be something else if another use were being replaced. He <br />added that there was a housing crisis and the city was missing the middle of housing <br />between a single-family home and higher -density development. He thought it was an <br />interesting idea and that lots of folks would be eager to live in nice row homes. <br />Diehl stated that he agreed with staff and Vice Chair Hoefner that it activated downtown <br />with core business for current businesses. He acknowledged that there were some cons <br />that come with additional mixed -use downtown, so approving this proposal should not <br />necessarily mean that everyone would be in favor of it. <br />Williams replied that it was different and a great kind of product. It was not high -density <br />and it would not kill parking, was a good value for downtown businesses, and the design <br />guidelines were well thought out. <br />Brauneis stated that he was in support and that a very high level mixed -use was great. <br />He encouraged getting the community to evaluate the development would be good if <br />more proposals came forward in the future. He noted that the DeLo area had live -work <br />units but that had not stood the test of time up until now at least, as there was not a lot <br />of demand for that use. <br />Hoefner moved to approve Resolution 7, Series 2021. Williams seconded. Motion <br />passed unanimously by roll call vote. <br />Avid4 Adventure Mural PUD: A request for approval of a PUD to allow a mural on <br />Industrial zoned property at 1501 Empire Road (Resolution 8, Series 2021). <br />CONTINUED FROM JUNE 10, 2021. <br />• Applicant: Avid4 Adventure <br />• Case Planner: Kim Bauer, Historic Preservation Planner <br />Request to continue to July 8, 2021. <br />Diehl moved and Hoefner seconded a continuance. Motion passed unanimously by roll <br />call vote. <br />
