City Council <br />Study Session Summary <br />January 25, 2022 <br />Page 2 of 3 <br />manage the increased workload and expedite installation of public <br />infrastructure and coordination with utilities. We are working hard to make <br />this happen and will do everything we can within our capacity to meet this <br />goal. We will recover and rebuild together <br />He noted the six month statement is aggressive but we hope it is our hope to <br />meet. Once finalized, Durbin hopes for Council approval so it becomes an <br />organizational message to the community. <br />• Water should be restored within the next couple of days to homes currently <br />without water. <br />• The Chamber has distributed about 7,000 KN95 masks to businesses for their <br />employees. The Library has handed out several thousand KN95 masks and is <br />expecting 8,000 more today. <br />• Library staff delivered KN95 masks directly to Balfour. <br />• Snow has melted and Open Space staff have been on Davidson Mesa to <br />evaluate the damage. There is a lot of debris and a lot of wind damage. They are <br />evaluating trail closures to keep people safe and document what will need to be <br />done for restoration. <br />o Mayor Stolzmann asked about the already approved trail resurfacing <br />project on Davidson Mesa. City Manager Durbin said they were planning <br />a mid -January start but it has been put a soft hold out of respect to those <br />who lost homes. We also want to make sure what work we do will be <br />reimbursable by FEMA. <br />o Councilmember Fahey asked if restoration will include mitigation for <br />weeds building up in ditches on Davidson Mesa? City Manager Durbin <br />said he has also talked with Parks and Opens Space staff and asked <br />them what kind of resources will be needed for future mitigation. These <br />are conversations are still to be had. <br />Staff has obtained 5 miles of security fence. Installation to begin next week. It <br />will take 30 — 60 days to install. <br />o Mayor Stolzmann asked if a community volunteer day could be organized <br />to help install? City Manager Durbin will check. We have an offer from <br />Vail resorts to install fence. <br />o Councilmember Brown asked where will fencing start? Chief Hayes and <br />Public Works Director Kowar will put a priority map together. The fence <br />will go around the perimeter and hard closure areas will be prioritized. <br />A communication went out reminding people that insulation removal and <br />installation does require a building permit. This is not a new requirement. We will <br />work with residents. There was miscommunication with people issuing placards <br />and monitoring access control points check points; they did not think this work <br />needed a building permit. Contractors with placards were allowed through to do <br />this work. Steps are being taken to rectify. <br />Boulder County Public Health will issue an air quality press release today. <br />Staff has reached out to NOAA asking them to continue work, the confirmed they <br />will continue. <br />
