City Council <br />Study Session Summary <br />February 15, 2022 <br />Page 2 of 3 <br />currently in the 10-day appeal process. They hope to have a final contract of <br />award and notice to proceed on February 22. <br />• We still don't have answers from FEMA regarding reimbursement for foundation <br />and driveway removal. Removing everything all at once would be the most <br />efficient process so we are pushing for that. We hope to have an answer in the <br />next week. <br />• Wrapping up our damage assessment on public infrastructure now and are <br />working on project worksheets for FEMA reimbursement. <br />• We are 75% through damage assessments with the City's insurance carrier. <br />• Planning is making progress on the reconstruction permitting process and <br />establishing standards for people to use across subdivisions. <br />• Hydromulching is underway and expected to be complete in 14 days pending <br />weather delays. This work is being coordinated with the people who still want <br />their properties sifted. It won't be applied if people still want time to sift. <br />• Water is on for all homes except one; we are working on a long-term sampling <br />program to assure water quality. <br />• Open Space is working on the evaluation of mowing practices with the <br />information from the facilitated learning analysis. <br />• The Clerk is working on making sure displaced voters know how to update their <br />voter registration. <br />• We have heard there are some Xcel billing issues for destroyed homes. <br />• We are close to closing out work at Ascent Church. The center there will close <br />wither March 4 or March 11. <br />Councilmember Fahey asked if the order of debris removal has been determined. City <br />Manager Durbin stated the order has not yet been decided but FEMA rules will be <br />adhered to and environmentally sensitive areas will be considered as well. Staff will <br />share he order when we have it. Some if it is also dependent on how many crews the <br />contractor has. We are still hoping for debris removal completion by July 1. <br />Councilmember Brown stated the July 1 date is giving people assurance they don't <br />have to do debris removal independently of the County process if they want it done <br />quickly. Councilmember Brown asked if the FEMA doesn't pay for the foundation <br />removal do we have any ideas what we might do. City Manager Durbin stated we don't <br />have many details yet and trying to work with the County on our options; there are a lot <br />of moving parts but we hope to have answers next week. <br />Councilmember Most asked how the debris removal contract costs will be allocated.. <br />City Manager Durbin stated it will likely be apportioned based on the volume of debris <br />removed from each property. <br />Councilmember Leh stated neighbors are exchanging information and forming groups to <br />help each other.
