Planning Commission <br />Meeting Minutes <br />December 9, 2021 <br />Page 4 of 5 <br />Hoefner stated that it struck him as a good example of a creative use of commercial <br />space that might otherwise not have a tenant, and he suggested thinking about this <br />application in future conversations around commercial vacancies. <br />Brauneis stated that he hated to think that the Planning Commission would ever slow <br />things down, but in this case this was an important reality check to see if this was a use <br />the community wanted to allow. <br />Diehl moved to approve Resolution 19, Series 2021. Moline seconded. Motion passed <br />unanimously by roll call vote. <br />COMMISSIONER COMMENTS <br />Howe gave a shout out to Commissioner Williams for her years of service and <br />volunteering to the City, and the other commissioners concurred. <br />Moline asked about in -person meetings. <br />Ritchie replied that there were no discussion items for Council on moving back to in <br />person at this time. <br />Diehl asked about the first reading for the Redtail Ridge application. <br />Ritchie summarized that a citizen petition had been validated by the City Clerk with over <br />700 signatories. At their last meeting, Council reviewed two options, a resolution for a <br />referendum vote and an ordinance that would overturn the previous Redtail approval. <br />Council made the decision to pass on first reading the ordinance to overturn it. At this <br />point, there would be a public hearing on that ordinance at the next Council meeting. <br />Discussion ensued on the general procedures for first and second readings. <br />Ritchie shared that Council had offered a contract to Jeff Durbin for the position of City <br />Manager, whose first day would be December 31 st, and she gave his professional <br />biography. <br />Ritchie also shared that Council was interviewing all commissioners who were up for <br />reappointment to discuss their continued interest in participating, especially <br />commissioners who had been around for a while. <br />Hoefner stated that he had listened to a Council meeting where it was shared that the <br />Commission could be intimidating, with the suggestion that it related to the gender and <br />race makeup of the Commission. He stated that the Commission should strive to be as <br />welcoming as possible. He thought the Commission already tried to be welcoming but <br />there was always room to improve. <br />STAFF COMMENTS <br />Ritchie stated that the January agenda would include a vote on commission positions, <br />among other start -of -year housekeeping. <br />7 <br />
