City Council <br />Meeting Minutes <br />December 14, 2021 <br />Page 2 of 4 <br />Mayor Stolzmann noted new City Manager Jeff Durbin was on the call and that the <br />meeting would be facilitated by June Ramos. She stated Councilmember Dickinson was <br />unable to attend this evening due to a travel delay. <br />Members decided to take public comments at the outset of the meeting prior to general <br />Council discussion. She noted this is an initial work plan discussion and no final decisions <br />on this will be made until the meeting in January. <br />Public Comments <br />Nicholas Kallen, 967 West Yale Court, stated he was happy to see the City prioritize the <br />safety of pedestrians and cyclists and asked the Council consider adding more traffic <br />calming measures from Fireside Elementary south to Cherry Street on Dahlia Street as a <br />part of the work plan. <br />Stephanie Rowe, 631 West Street, asked the Council to consider adding a prairie dog <br />management plan to the 2022 work plan as well as requiring a wildlife management plan <br />for all General Development Plans. She asked that they both be included as a part of the <br />larger sustainability initiatives in the work plan. <br />Susan Nedell, 1115 West Enclave, asked the Council consider including decarbonization, <br />climate justice, equity, diversity, and inclusion in all aspects of the work plan. She asked <br />for all new development be all electric and to develop transit oriented housing and new <br />urbanism requirements in the McCaslin corridor. <br />Ilana Diddams, stated she would like climate change addressed in the work plan. The <br />work plan should include dedicated sustainability budgets for each department. She <br />suggested beginning work on the 2027 Xcel Franchise agreement now. <br />RJ Harrington, 457 East Raintree Court, agreed decarbonization should be in included in <br />all City decisions. He encouraged embedding climate justice and EDI in every aspect of <br />the work plan and updating the strategic plan to include climate mitigation measures. <br />Todd Budin, 807 Rock Rose Court, stated he supports the phase two building code <br />updates, specifically the electrification requirements. He suggested it be part of a larger <br />decarbonization plan that would retrofit all existing buildings. <br />Tiffany Boyd, 550 Grant Avenue, echoed earlier comments to make sure there are <br />decarbonization plans and equity goals in place for every department in the City with very <br />specific goals. She suggested equity and climate impacts be included in all Council <br />Communications from staff. She also supported a regional approach. <br />Josh Cooperman, 216 Griffith Street, stated he supports imbuing sustainability in all items <br />including the Parks & Open Space Master Plan and Design Guidelines improvements. He <br />supports a citywide decarbonization plan being added to the work plan. He also stated a <br />climate change adaptation plan should be adopted. <br />
