City Council
Meeting Minutes
December 14, 2021
Sherry Sommer, 910 South Palisade, stated she supports equity, diversity, and inclusion
being included in the work plan. Specifically she supports the following work plan items:
limiting applicant presentation time, updating campaign finance rules, reviewing boards
and commissions, and renewing the solid waste contract.
June Ramos, meeting facilitator, noted tonight's conversation is a chance to look at the
items and understand what each one is. A final decision on the work plan and
prioritization will be done at the January 11 meeting.
Interim City Manager Davis reviewed the process for tonight noting it is important to
consider how much work can truly be accomplished this year. This process is also a way
to align the day -to -say staff work with the Council work plan. The work plan will also be a
guide for the public to understand the priorities of the City Council and is a way to make
sure the strategic priorities align with the budget.
She noted the work plan will be limited by the capacity and time available from both the
Council and staff. It needs to be a reasonable amount of work. In January, the Council will
also prioritize the final list of items so staff knows exactly what the high priority items are.
Interim Deputy City Manager Zuccaro stated tonight the Council will review all of the
proposed items and get more information on items if it is needed. It is also a chance to
remove items or change items on the proposed list. The proposed list for consideration
includes items that were not completed and carried forward from 2021 and new initiatives.
Also included are annual items that must be completed each year. Once the list is
finalized tonight the Council will get a survey to rank the priorities for 2022.
Councilmember Brown stated he would like more updates on the status of the work plan
throughout the year; progress reports each of the work plan items.
Members reviewed and discussed the list of proposed work plan items to make sure
members understood each item. Members discussed which items may need Council input
or policy changes prior to staff completing work.
Councilmember Leh stated that addressing the items proposed in the Equity, Diversity,
and Inclusion (EDI) Task Force report will be critical but he wants to make sure the goals
are not too broad. Councilmember Brown agreed; we need to identify the items we want
to get done quickly.
Mayor Stolzmann stated EDI needs to be woven throughout the work plan for all items.
Members agreed.
Members also agreed that sustai nabi I ity/cl i mate change goals need to be woven
throughout the work plan.
