LL Cityof CITY COUNCIL COMMUNICATION <br />Louisville AGENDA ITEM 2 <br />COLORADO • SINCE 1878 <br />SUBJECT: ADOPTION OF 2022 CITY COUNCIL WORK PLAN <br />DATE: FEBRUARY 22, 2022 <br />PRESENTED BY: JEFF DURBIN, CITY MANAGER <br />MEGAN DAVIS, DEPUTY CITY MANAGER <br />SUMMARY: <br />On December 14, 2021, City Council conducted the first phase of its annual work <br />planning at a special meeting, with a second follow up meeting planned for January 11, <br />2022. The Marshall Fire on December 30, 2021 delayed the work planning discussion <br />and resulted in the need for City staff and Council to revisit the proposed priorities for <br />2022. This work planning session will be facilitated by June Ramos, with J Ramos <br />Associates, LLC, and will provide City Council with an opportunity to determine what <br />Council priorities, in addition to Marshall Fire recovery work, they would like to pursue in <br />2022. <br />PROPOSED WORK PLAN CHANGES: <br />The end -goal of the work planning sessions is to finalize a realistic work plan for 2022 <br />that reflects Council's priorities on issues that require Council policy direction or <br />guidance. The work plan includes issues that City Council plans to address throughout <br />the course of the year, the approximate meeting time Council will devote to each issue, <br />and a rough schedule (by quarter) when Council will consider each issue. The Council <br />work plan helps staff prioritize internal work plans and schedule the work that is needed <br />to bring to Council for engagement. In addition, the work plan helps the public <br />understand the key issues that City Council will focus on in the coming year. <br />The Council work plan is typically limited to those activities that Council can realistically <br />accomplish in one year, and which can be completed within staff time available and <br />budgetary resources. In 2021, 19 items were included on the work plan (not including <br />Annual/Recurring items), with 5 prioritized as high, 10 prioritized as medium, and 4 <br />prioritized as low. Generally, staff will focus on the high and medium ranked items and <br />as time and resources are available, work on the low ranked items. Attached for <br />reference is a 2021 Work Plan status report with a brief update on each 2021 Work Plan <br />item. <br />At this stage in the process, City Council would typically review and discuss all the <br />carryforward and ongoing items as well as the newly identified initiatives, and reduce <br />those to a realistic work plan for the coming year. Staff has drafted a proposal for the <br />2022 work plan (attachment 2), based on Council recommendations for items that <br />should be delayed or deferred and the addition of fire recovery efforts requiring Council <br />direction. These recommendations are based primarily on the redirection of staff <br />resources to address Marshall Fire recovery efforts, and a realistic assessment of what <br />CITY COUNCIL COMMUNICATION <br />1 <br />
