SUBJECT: 2022 CITY COUNCIL WORK PLAN <br />DATE: FEBRUARY 22, 2022 PAGE 2 OF 4 <br />staff can complete concurrent with the new projects and tasks associated with fire <br />recovery. In addition, staff identified projects that could conflict or compete with critical <br />Marshall Fire recovery efforts, such as community engagement capacity and availability <br />of partnership organizations. Finally, staff considered finite City Council capacity to <br />address emerging Marshall Fire recovery issues and planned items on the work plan. <br />The changes to the proposed work plan items are reflected in the following manner in <br />attachment 2: <br />• A new section (yellow) was added at the beginning of the proposed work plan <br />called Marshall Fire Recovery Items. These are new items that will require City <br />Council action/direction related to the Marshall Fire. This list represents what we <br />know and anticipate will need to be discussed at this time — there may be <br />additional items and needs that emerge through the course of the recovery this <br />year. <br />o These items are not numbered, rather labelled with a letter. They will not <br />be included in the prioritization process as they must be addressed <br />through the course of the year to advance recovery efforts. <br />The second section (green) reflects the Carryforward or Ongoing. These items <br />were included in the 2021 Work Plan and have already begun and will continue <br />to be moved forward. <br />o Green notes reflects the input received by Council regarding ongoing <br />efforts for these items. <br />o If components of these items are proposed to be paused or delayed, they <br />have been moved to the "Items removed" section at the bottom. <br />The third (blue) section represents the newly identified items for 2022 called New <br />Initiatives. These items were added by City Council in November/December of <br />2021 for discussion during the work planning process, and were identified as <br />desired items to be moved forward, even with Marshall Fire recovery efforts. <br />o Again, green comments denote proposed action to continue moving item <br />forward. <br />The next section (orange) represents City Council Annual/Recurring Items, which <br />are items that have to be addressed through Council action on an annual basis <br />as a matter of regular/recurring business. <br />The last section (grey) represents those items initially introduced in the New <br />Initiatives section, but that through staff consideration regarding capacity, fire <br />recovery efforts, and Council feedback are proposed to be delayed for future <br />consideration. These Items removed from consideration for 2022 Work Plan <br />could be considered in a future year. <br />o Comments in red represent Council comments about delaying the items <br />for future consideration. <br />The proposal includes a significantly reduced number of work plan items than was <br />originally proposed for Council discussion in January.
