SUBJECT: 2022 CITY COUNCIL WORK PLAN <br />DATE: FEBRUARY 22, 2022 PAGE 3 OF 4 <br />changes still may not be realistic for staff and Council completion in the coming year. At <br />this time amount of staff time required for many of the recovery items remains unknown. <br />Thus far recovery activities have been highly demanding of staff time, however this may <br />taper off as the recovery moves forward. In addition, the City is working to add staff to <br />address increased workload associated with the Marshall Fire. <br />Once the "Items removed from consideration for 2022 Work Plan" are excluded there <br />are 17 Carry Forward and New Initiative items on the work plan and the 7 Marshall Fire <br />recovery. This does not include the recurring items. Staff is requesting that City Council <br />identify their high, medium and low priority items in the green and blue categories so <br />that as the year progresses decisions can be made about feasibility of completion. <br />Marshall Fire recovery items will be considered High priority by staff. Ranking helps staff <br />understand what to focus on if time doesn't allow for completion of all work plan items. <br />To facilitate the prioritization, staff has requested that Council bring to the meeting a <br />total of 6 high/low priorities: <br />• Top 3 priorities in the green and blue sections <br />• Lowest/last 3 priorities in the green and blue sections <br />Staff is requesting City Council discuss this proposal and provide direction on the 2022 <br />work plan related to the Marshall Fire and adopt the 2022 City Council Work Plan. <br />FISCAL IMPACT: <br />Many of the items on the work plan will have a budget impact, some of which have been <br />budgeted and others that may have a future budget impact. The budget impact of many <br />of the Marshall Fire recovery activities is still unknown. The City has retained J. Ramos <br />Associates, LLC to assist with the work planning process at a cost up to $2,200. <br />PROGRAM/SUB-PROGRAM IMPACT: <br />The work planning process incorporates the work of City Council over the course of the <br />year, and therefore impacts all program and subprogram areas. <br />RECOMMENDATION: <br />Staff recommends City Council discuss the changes to the proposed 2022 Work Plan <br />items and make a determination about what should be included in the final plan.
