City Council <br />Meeting Minutes <br />December 7, 2021 <br />Page 6 of 12 <br />Mayor Stolzmann stated that it sounds like there are four people interested in an <br />ordinance of repeal. She remarked that any action taken by Council will set a tone for the <br />community. <br />Councilmember Dickinson reiterated his support for sending this to an election. The <br />application hasn't changed, there is no new evidence and there is no reason to change <br />the vote. He stated he respects the public, and knows their voices will be heard if we go <br />to a vote. <br />Councilmember Brown stated that it is a really challenging process for the community, <br />and Council needs to choose between two different options. <br />MOTION: Councilmember Brown made a motion to approve Resolution 90, Series 2021 <br />referring the ordinance to a vote of the electors of the City of Louisville at a Special <br />Election to be held on April 5, Councilmember Dickinson seconded. <br />SUBSTITUTE MOTION: Councilmember Brown made a substitute motion to approve <br />Ordinance 1819, series 2021 to repeal Ordinance 1815, series 2021 on first reading and <br />set the public hearing for December 21, 2021; Councilmember Most seconded. <br />Mayor Pro Tern Maloney stated that hearing from the citizens is important. This is a <br />landmark decision for Louisville. Approving the ordinance doesn't give Council the <br />opportunity to get more input from the citizens. <br />Councilmember Leh asked the City Attorney if this decision and hearing were quasi- <br />judicial. <br />City Attorney Kelly stated this is not a hearing, simply a vote to refer to the voters or to <br />begin the process to repeal. The public hearing process has been closed. <br />VOTE ON SUBSTITUTE MOTION: Motion passed on a 4-3 vote with Mayor Pro Tern <br />Maloney, Councilmember Dickinson and Councilmember Fahey voting No. The public <br />hearing is set for December 21, 2021. <br />DISCUSSION/DIRECTION/ACTION — COMMITTEE RECOMMENDATION OF <br />APPLICANTS TO APPOINT OR INTERVIEW FOR BOARD AND COMMISSION <br />VACANCIES <br />Mayor Pro Tern Maloney noted his appreciation for the numerous well qualified applicants <br />we had who are willing to volunteer their time and talents. The recommended list is the <br />result of deliberations and comments from the Committee, other members of Council, and <br />public input. The next step is interviews based on tonight's discussions followed by final <br />Council approval December 21st. There are five Boards and Commissions that don't have <br />enough applicants to fill the vacant positions, those will be advertised again at the <br />beginning of the year. <br />
