Resource Conservation Advisory Board
Minutes
DATE
spraying operations on the property and making any changes to last-season's
practices. She would like our board to see if there's anything we can do to
change those spraying operations. It was noted that the city's Open-Space
Advisory Board (OSAB) and Horticulture and Forestry Advisory Board (HFAB)
may be more likely to be able to deal with this issue, and someone from
LRCAB can attend their upcoming meetings to present this topic to them and
find out if they're aware of the problem and have any plans or the authority to
make changes to crop-spraying practices.

XI: 2009 Open Government & Ethics Pamphlet handout: Tom Phare gave
each member a copy of the current pamphlet. He noted that each board
member is required to attend a staff presentation on the city's open-govern-
ment & ethics standards every other year. We can expect to be notified by a
city staff member, to let us know which of us need to attend a presentation this
year.

XII. Member Reports: Mark Persichetti reported on the results of our 2008 LED
Holiday-Lights Exchange Program. Five of nine eligible merchants in town
participated. We had 200 available discount coupons to distribute; 110 were
actually handed out at two collection times, Nov-3Oth and Dee-5th at the
Parade of Lights. We collected about 140 old incandescent light strings, which
were dropped off at the Boulder County MRF for recycling for scrap metal. Of
the 110 coupons that were handed out, only 54 were redeemed at
participating merchants. Tom Phare had prepared a report showing all
expenses related to our Energy-Efficient Lighting Program grant from Boulder
County (attached), for both CFL Bulb sales and LED Holiday Light sales.
Some problems with the overall effort were noted and suggestions were made
to improve the program if it's conducted again in 2009.

XIII: Discussion Items for Next Meeting:
Further detailed discussion of LRCAB goals for 2009.
Presentation by Gerry Christensen, on P-V Panel installation options for City
buildings by Sun-Edison.

XIV. Adjourn: The meeting was adjourned at 9pm.
