Resource Conservation Advisory Board
Minutes
November 11 , 2008

systems to save energy. Dave goes to trade shows to learn about new energy-
saving products.

With any energy conservation strategy, it is important to look at the pay back
both in energy savings and cost of the product( s). He then prioritizes projects.
With each new strategy that the City adopts, Dave will monitor the results and
incorporate the knowledge gained back into the process.

Dave is looking at the Police building, which is relatively new but has a very high
energy cost. He's looking at the program and set points for climate control. He'll
also look at the building envelope.

Dave is recommending a Pool Pac (dehumidification unit), which would provide
fresher, cleaner air and would be more efficient than the current system because
it has a variable drive, which slows down as demand increases. He's also
planning to use LED underwater lights in the pool. Other possible Rec Center
improvements may include thermal solar, new roof with new HVAC units installed
at the same time. The installation of HVAC units after the roof is in place tend to
tear up the roof. He will of course, calculate the payback.

The City Shops does not have a programmable thermostat. New, more efficient
lighting will be installed there. Dave will replace only the parts that he has to,
keeping the light fixtures and replacing only the ballasts and bulbs.

Dave noted that the Council Chamber has a light activated thermostat, which
goes on when the room is occupied.

Dave's overall budget for environmental improvements for 2009 is $50,000.

We will need to reduce our carbon emissions by 80% by 2030. We'll do this by
decreasing it 20% each year.

While striving to improve the efficiency of existing buildings, Dave notes that a
correctly designed building envelope is the key to energy efficiency in the future.

Dave's background includes working as an environmental biologist, a
journeyman electrician, and in management. He has taken LEEDS courses.

Compact Fluorescent Program

It was decided that we don't need to make a special effort to sell any more CFLs
as there are only six packages left. The bulbs are being sold at the City front
desk.
