Council members indicated that the land in <br />Louisville is really expensive. Sharing of ideas on how to provide affordable <br />housing in Louisville should be encouraged. Problems facing the LHA are <br />property access issues, concerns of surrounding neighborhood, and the high <br />cost of land. LHA suggested possible zoning changes to provide affordable <br />housing options in Louisville. There is a tremendous income gap between Lydia <br />Morgan and Balfour. There is a possible development on the table from Takoda. <br />Council and staff request creative thinking to meet the goal of affordable housing <br />in the City's comprehensive plan. Council asked if land could be used <br />exclusively for Senior housing. <br /> <br />Update/Discussion Board of Adiustment <br /> <br />Wayne Chancellor, BOA Chair, discussed the overview provided in the council <br />packet. The six criteria for variances were addressed. The board is challenged <br />with meeting all requirements for a property. <br /> <br />The First goal for BOA is to modify ambiguous language of the various criteria. <br />Currently all six must be met and BOA would like to discuss interpretation of <br />"applicable" terminology. Council comments suggest flexibility and reviewing the <br />strict language in place for modification. There needs to be room to approve <br />variances that make sense, although do not necessarily meet the strict criteria. <br />Council and staff suggest that BOA research other boards and commissions and <br />present the information to the City. BOA members indicated that the majority of <br />issues are setbacks. Another challenge is that the board is currently working <br />with an inadequate number of members. Two members have recently resigned, <br />creating the burden of requiring a majority vote. How soon can the Council fill <br />the position? A suggestion was to approve the Associate member to full <br />membership as soon as possible. There has been some areas of contention <br />among BOA members due to the interpretation of the variance language. Staff <br />was asked to explore thoughts on the membership issue. <br /> <br />Update/Discussion BuildinQ Code Board of Appeals <br /> <br />The BCBOA is a technically qualified board and can interpret appeals. The <br />BCBOA role is as a technical advisor for the City Planning Department. BCOBA <br />members presented an overview of goals, accomplishments, and plans. <br />Adoption of the 2009 building codes does not have a financial impact. Council <br />discussed possible fiscal costs to the builder. Also discussed was the revision of <br />the board by-laws. BCBOA would like to change language for recognition of the <br />technical role the board members play. Research of green building programs <br />has been conducted; a volunteer program is an option that addresses residential <br />building. The Green Building Consortium is drafting a document. Council <br />supported the recommendation of implementing the green building codes. <br />Stimulus money can be applied for at the end of June that would fit potential <br />green building projects. Council suggested reviewing the language of the <br />
