Section 3. Removal. In addition to any other cause for removal, any member of the Board incurring three (3) unexcused absences from official meetings of the Board during twelve consecutive months, shall be subject to removal for cause by the City Council. Section 4. Officers. (a) The officers of the Board shall be a Chairperson, Vice-Chairperson, and a Secretary. The Board shall elect its Chairperson and Vice-Chairperson from among the regular members. The Chairperson and Vice-Chairperson shall be elected annually at the Board's first regular meeting of the calendar year and each shall be eligible for re- election. The City's Chief Building Official shall serve as Secretary to the Board. (b) A Vacancy in the office of chairperson shall be filled automatically by the Vice- Chairperson and a new Vice-Chairperson elected at the next regular meeting of the Board from among the embers. Vacancies in the office of Vice-Chairperson shall be filled at the next regular meeting of the Board by election from among members. ARTICLE 3 DUTIES OF OFFICERS Section 1. Chairperson. The Chairperson shall preside at all meetings and hearings of the Board. The Chairperson shall have the duties normally conferred by parliamentary usage on such officers, shall have the privilege of participating in and discussing matters before the Board, and of making motions and voting thereon. The Chairperson shall decide all points of procedure and order, subject to these rules of procedure, unless otherwise directed by a majority of the members of the Board present. Section 2. Vice-Chairperson. The Vice-Chairperson shall assume the duties of the Chairperson in the Chairperson's absence. In the event neither the Chairperson or the Vice-Chairperson are present, the Secretary shall call the Board to order and call the roll of members. If a quorum is found to be present, the Board shall elect, by majority vote of the present members, a Chairperson for that meeting only. Section 3. Secretary. The Secretary shall provide for the keeping of a file on each case brought before the Board, the keeping of minutes and records of the Board, the transmittal of appropriate records of the Board to the City Clerk, notices of hearings and other matters before the Board, and attend to such other duties and directed by the Board. ARTICLE 4 MEETINGS Section 1. Regular meeting. The regular meetings of the Board shall be held on the third Thursday of each month when there is business to be transacted at 6:30 in the Spruce Meeting room of City Hall, 749 Main Street. Regular meetings may also be held at such time and place within the City of Louisville as the Chairperson shall designate. Meetings shall be held only after full and timely notice to the public.
