VII. Staff Report & Budget Update
Erica discussed the city mask mandate; noted that the LCC was the only city board that received money
from the city; It receives $15,000 annually for art and events and funds an additional $10,000 for the
Annual arts grants for artists, performers and creative types for carry out projects within the city of
Louisville.
Leah asked for a clarification on the budget for public art, just making recommendations to the city?
Erica confirmed saying "the cultural council itself does not have a public art budget, the last sculpture
that was installed at Community Park, the Sky sculpture was funded as part of the revitalization district.
When there was an overlap with the revitalization commission, the LCC was able to tap into their
money."
Mark disagreed with Erica's summation and asked for clarification. Mark said that the LCC had funded
prior art at Community Park through it's pre-COVID budget and annual city $15,000 arts and event
funding. Each year the LCC would decide on arts projects like the Sculpture Garden at Community Park
and roll money over to the next year to pay for statues etc.
Mark outlined that the LCC had until 2019 it's own bank account, managed its own budget and books
which were annually audited. The bank account was wound -up as there was no longer any non-profit
fundraising done by the city or the LCC and it was a time/cost saving. The balance carried forward with
the city. Mark believed that the Sky statue was funded entirely from the LCC. He noted that it's possible
the budget line item was held internally in the city accounts as a Revitalization District line item, this
though was simply an administrative issue rather than one of application, permission and approval once
the conditions of the city's Public Art Policy conditions had been fulfilled.
Leah and Beth also stated they believed the LCC had a separate line item for art.
Erica agreed to report back.
Vill. Information Item: Welcome to new board members!
Leah asked if anyone had an objection to saying what part of town they lived in, there were no
objections. Each member gave a brief verbal introduction.
IX. 2022 Board Elections
X. a. Action Item: Vote to approve 2022 Board positions
There was only one candidate for each position, each candidate was unanimously approved.
Positions for 2022 will be:
Chair —Leah Franks
Vice Chair — Lisa Kihn
Treasurer —Grace Gee
Secretary —Sarah Staunton
Arts Grant Coordination —JR Ketelson
Summer Concerts —Beth/ JR Ketelson
