XI. Discussion Item: LAA Youth Spring Art Show donation
Leah outlined prior years policy to make a small donation to the LAA Youth project.
a. Action Item: Vote to approve donating $300 to the LAA for awards for the 2022 Youth
Spring Art Show
Carried unanimously.
XII. Public Art
a. Information Item: South Street Underpass project unveiling (Mark)
Mark gave a brief overview of both the project and the unveiling. In light of the earlier
discussion on art funding, Mark pointed out that the Underpass project consisted of two
installations by both Louisville artist Gregory Fields.
The first phase was a set of steel panels mounted on the underpass concrete, this phase was
approved through the public arts policy and funded by the cultural council. The second
phase is an installation is a free-standing statue to be installed on the existing plinth on the
west side of the underpass/rail line. The artist has provided a design -proof, there was a
2021 agreement with the Louisville Revitalization Commission (LRC) to fund the statue, but
permission is needed to install the statue as the plinth is in the BNSF Right of Way.
BNSF are extremely slow at approvals, the city do not want to prioritize the statue over a
number of other existing projects, including the "quiet zones" project. Once approval is
received from BNSF, LCC will need to confirm funding still available from the LRC, and then
post notices etc to apply with the Louisville Public Arts Policy, seeing no objections from city
council, Greg Fields will then be able to build the statue.
The unveiling dedication was attended by some 30-people inc. past and present LCC
Members, The Mayor, a member from the LRC plus their Chairperson Alexis Adler were
present. The Mayor gave a short speech, followed by a ribbon cutting, Erica took
photographs.
https://www.louisviIleco.gov/exploring-louisville/arts-and-events/arts/louisville-letter-play
Mark spoke to LRC to carry over funding to 2022. The LRC has the money, when we have
BNSF approval, the LRC will need to re -vote to approve funding.
ACTIONS: Erica to do a monthly check -in in BNSF approval. Emily Hogan, Assistant City Manager
for Communications & Special Projects was point person for approval by BNSF.
b. Discussion Item: QR code update for McCaslin Underpass
