Recreation Advisory Board
Minutes
February 28, 2022
Page 3of5
Kathy Martin reported about damage to the Recreation Center.
• There was significant damage to the landscaping on the south and east sides of the building.
• The roof lining has over 300 burn marks, varying in size from a quarter to a softball. There are
quite a few leaks. This roof was installed in 2018.
• There was also damage related to wind and to the time without power.
• Overall, structures and facilities owned by the City suffered damage that will cost more than
$10,000,000 to repair. FEMA will cover 75%, and the City of Louisville and the State of Colorado
will split the remaining 25%.
Board members expressed appreciation for the support that the Recreation Center employees
provided to the community in the aftermath of the fire.
Golf Dashboard 2021
David Baril presented the 4th Quarter and 2021 Year -to -Date Dashboard. He reported that the 4th
Quarter results and 2021 results were extremely good. Season pass revenue was up, and the YTD
revenue exceeded budget predictions.
Board members asked if the entire course would open soon, or if players will only be able to play the
back nine. David Dean said that the course will open the front five once the the damaged trees have
been removed and fencing has been set up around the burned natural areas. This should happen by
the end of March, weather permitting. Between holes 1 and 3, the natural area will be played like a
penalty area. Players will not be able to retrieve balls.
Rec Center Dashboard 2021
Kathy presented the 4th Quarter dashboard. She clarified that the end of the year dashboard does
not come out until late March. As requested by the board at an earlier meeting, 2022 will be compared
to 2019, as 2020 and 2021 were significantly impacted by COVID.
The Rec Center is providing free passes for people who lost their homes in the Marshall Fire. Many
individuals and families have taken advantage of this offer. The Rec Center counts these passes as
donations. The donation amounts will show up on the Rec Center dashboard
In 2021 Rec Center programs held up well, in spite of COVID. Now that the mask mandate has been
lifted, the Rec Center is seeing busier days and weeks. Usage of the cardio equipment is increasing.
The recent Saturday night Glow in the Dark Pool Party was well received.
CIP Requests for Parks, Recreation, and Golf
Kathy explained that the City operates with a two-year operating budget. This is the time to plan the
operating budget for 2023-2024 and make suggestions for Capital Improvements from 2023-2028.
Department requests for capital improvement projects are due on March 25.
Kathy presented a memorandum which listed project suggestions for the parks, for the Recreation &
Senior Services, and for Coal Creek Golf Course. The RAB members would like these lists to include
the outdoor rec amenities that we have been discussing in previous meetings. As many of these
amenities are located in the City Parks, Kathy suggested that one of the board members attend the
Zoom meeting for the Parks and Public Landscaping
4
